Summary
This is a technical specification document for the Special Purpose Craft – Ice Rescue Transport Second Generation (SPC-IRT II), issued by the United States Coast Guard under RFQ No. 70Z02326Q93250001, dated August 6, 2026. The specification establishes comprehensive technical requirements for an ice rescue airboat engineered to standardize long-haul ice rescue capabilities across the Great Lakes Area of Responsibility. The vessel is designed to support primary missions in Search and Rescue (SAR), Living Marine Resources (LMR), and Other Law Enforcement (OLE), with secondary capabilities for crew transport through shallow water, mobile command operations, and victim shelter.
The SPC-IRT II must meet demanding operational and environmental specifications, including a maximum length of 25 feet and maximum beam of 8 feet 6 inches when trailered. The craft shall achieve a minimum top speed of 15 knots in 6-inch waves and maintain 5 hours of continuous operation on open water at optimum planing speed with 10% fuel remaining. It must operate in air temperatures from -30°F to 115°F and water temperatures from freezing to 80°F, survive sustained winds of 30 knots with wave heights up to 2 feet, and accommodate wind gusts to 40 knots and 3-foot waves. The vessel requires high-strength composite hull construction resistant to ice damage, positive buoyancy per ABYC H-8 standards, and the ability to traverse grass and dirt for 1,000 yards, launch from ice and land environments, and stop within 100 feet from full speed on snow-covered ice. Required integrated systems include USCG SINS-2 navigation equipment with specified Axiom and Raymarine components, infrared camera capability with pan/tilt and gyro stabilization, VHF DSC communications (Standard Horizon GX-6000), internal crew communications with wireless VOX capability, and AIS transponder integration. The vessel shall accommodate six persons with shock-mitigating forward-facing seats for crew, feature dimmable red/white interior lighting, exterior floodlights and searchlight with 110,000 candelas, and include safety equipment such as fire extinguishers, life ring, throw bag, and personal flotation devices. The design must support human factors engineering standards accommodating 5th percentile females through 95th percentile males in cold weather protective equipment, and the trailer must feature DOT certification for highway use at 65 mph with integrated electric winch and total loaded weight not exceeding 10,000 pounds.
