092-2.2.2 AT Procedures – The Contractor shall prepare AT Procedures for each test to be conducted. A list of AT procedures shall be provided. The
Contractor shall identify industry standard tests to be included in addition to those identified in the SOW. The procedures shall describe the test and include a description of how the boat will be operated during the test/inspection, and any test limitations imposed. The AT procedure shall include all pass/fail criteria, a list of testing equipment, performance data to be recorded, step-by-step operations to obtain the required data. ATs shall not be conducted until the AT Procedures are accepted by the USCG.
092-2.2.3 AT Reports – The AT Reports shall document the conduct of the test.
The report shall include records of any measurements or data taken during the testing, identify any deficiencies, describe the corrective actions to be taken, indicate the test has passed the criteria, and has been signed by the Contractor administering the AT and the USCG, if present. The AT report can be an annotated AT test plan, documenting the results of each test.
092-3 Testing
092-3.1 Pre-Acceptance Walk Through Inspection
092-3.1.1 The Contractor shall demonstrate the boat’s compliance to the Specification. As part of the demonstration, the Contractor shall conduct a walkthrough of the boat with the USCG to point out Specification compliance. The Contractor shall provide two hours to allow USCG to inspect the boat and have a representative available to activate systems and to answer questions. The Contractor shall have the boat out of the water in an area that is covered from the weather and accessible for the inspection. Any discrepancies identified shall be corrected and may be re-verified by the USCG before acceptance.
092-3.2 Start-Up Procedures – The Contractor shall demonstrate and perform start-up procedures while the boat is at the dock before getting underway.
092-3.3 Full Power and Endurance Test – The boat shall undergo a full power and endurance test. Full power shall be demonstrated for 30 minutes. The endurance test shall be performed at varying speeds at or above the cruising speed for at least one hour. During this test the Contractor shall demonstrate that all parts of the propulsion system, as well as all other equipment and systems, are in satisfactory operating condition. The Contractor shall conduct inspections to verify that there are no leaks in any piping system. The Contractor shall record readings on all gauges and meters in 10-minute intervals. This test shall not precede any required engine break-in requirements.
092-3.4 Speed Test – The Contractor shall undergo speed trials to demonstrate the boat will achieve the full speed. OEM-required break in periods shall be conducted prior to speed tests. The speed tests shall be comprised of two runs, in opposite directions over a one nautical mile course, at a minimum, with the speeds for the two runs averaged. The Contractor shall record readings on all gauges and meters for each run. The boat shall be in performance weight condition for the speed trials.
092-3.5 Steering Test – The satisfactory operation of the steering system and stability of the boat during turns shall be demonstrated. Test runs shall be made at cruising and full speed.
092-3.6 Range Verification – The Contractor shall provide verification that the boat will achieve the range requirement.
092-3.7 Maneuvering Testing – The Contractor shall conduct testing to demonstrate the boat meets the USCG operating maneuverer requirements.
092-3.8 Post-Underway Maintenance – The Contractor shall perform post-underway shut-down procedures and checks in accordance with the BIB.
092-3.9 Scale Weighing – A scale weighing shall be conducted at the defined Lightship Condition. The Contractor shall include in the scale weighing report the procedure used to determine Lightship Weight. The scale weighing shall use a minimum of two lift points or load cells. The as-built Longitudinal Center of Gravity (LCG) shall be calculated from the scale weighing.
