About this opportunity
NASA Goddard Space Flight Center is seeking proposals for a Phase A instrument study of the Space Weather Geostationary (SW GEO) PHOtospheric Magnetograph Imager (PHOMI), a solar observation instrument designed to measure photospheric magnetic fields with potential for vector field measurements. This is a full and open competitive acquisition under NAICS code 541330 (Engineering Services) with no set-aside designations. Offerors will be evaluated using a trade-off source selection process based on three factors: Mission Suitability (most important), Past Performance, and Price (least important). Key contract requirements include developing a sensor design concept, conducting multiple trade studies on Engineering Development Unit configuration and vector field measurement capabilities, performing risk assessments, and advancing the instrument to Preliminary Design Review readiness. The proposal due date is December 5, 2025, at 3:00 PM Eastern Standard Time, with proposals to be submitted electronically through NASA's Enterprise File Sharing and Sync Box.
This acquisition is structured as a firm-fixed-price contract with a total potential value of $1,500,000, comprising a baseline period of $900,000 for nine months and an optional six-month extension valued at $600,000. The contract will be performed offsite at the Contractor's facilities, with the anticipated award date in November 2025 and contract effective date of November 2025, though amendment language indicates potential for a February 2026 award date. Offerors must demonstrate relevant past performance on contracts with an average annual cost of at least $375,000 within the last five years and must have a Commercial and Government Entity (CAGE) code matching their corporate address. The Statement of Work requires 9-month Phase A study with key deliverables including trade studies, a conceptual design, flight cost estimate, monthly progress reviews, midterm and final reviews, and a final report package. Performance will take place at the Contractor's facilities with work aligned toward a notional flight contract award in Q4 FY27 and launch readiness targeted for Q3 FY31.
