About this file
This document is a Draft Request for Proposal (DRFP) for the PHOtospheric Magnetograph Imager (PHOMI) mission, issued by NASA's Goddard Space Flight Center (reference number 80GSFC25R0001) on July 10, 2025. The document contains government responses to multiple technical and administrative questions from potential contractors, with most responses indicating that detailed information will be included in the final Request for Proposal (RFP). Key details include a Not-To-Exceed (NTE) funding of approximately $1.5M for a nine-month Phase A study, potential geostationary (GEO) and L1 orbit configurations, and specific technical requirements for the instrument, such as two arcsec spatial resolution, magnetic field measurement accuracy, and data availability specifications. The draft RFP suggests firewalls will be required between active mission teams, and the anticipated flight contract award date is currently listed as January 2026, though this may be subject to change in the final RFP.

Draft Request for Proposal
Government Responses to Questions July 10, 2025
Received Comment Government Reply Will the Government provide instructions with page limits, volumes needed, etc. with the Draft Request for Proposal (DRFP) for review and planning purposes?
This information will be included in the final RFP.
Does the Government have an initial funding profile or Not-To-Exceed (NTE) funding for the Phase A studies?
The NTE will be approximately $1.5M for a nine month study, as per the DRFP.
Will the Government require any kind of firewalls between active SWFO/SOL teams and the Phase A teams for the PHOtospheric Magnetograph Imager (PHOMI)?
Yes.
Will the Government provide a Microsoft Excel or Comma Separated Values (CSV) document of the requirements from Attachment C (SPEC)?
Please see the final RFP for the final documentation.
PHOMISPEC-003 and PHOMISPEC-010 require an exact value of spatial resolution with no error bar. Suggest "or better" phrasing.
(SPEC: 4.1.1.2, 4.1.2.2)
This information will be included in the final RFP.
There is no measurement sensitivity specification (SPEC) for the Doppler velocity? Is this intended? (SPEC: 4.1.2)
This information will be included in the final RFP.
PHOMISPEC-046 requires "99% or greater probability of providing all of the instrument data." Is it intended that a > 1% probability of having even one bit of data corrupted fails this requirement? If not, please rephrase data availability requirement. (SPEC: 4.5)
This information will be included in the final RFP.
Requirement PHOMISPEC-130 (limiting conductive heat transfer from EU to spacecraft) appears in conflict with PHOMISPEC-128 (requiring conductive coupling of EU to spacecraft). (SPEC: 6.1)
This information will be included in the final RFP.
Based on PHOMISPEC-001 - “The PHOMI shall capture photospheric magnetograph imagery with [...] solar north-aligned view,” but according to PHOMISPEC-390, “The instrument shall use the spacecraft on-orbit coordinate system [...] (with) the +Y-axis [...] pointing to celestial North.”
Does this imply that PHOMI will require an image derotation to compensate for seasonal changes between solar North and celestial North?
This information will be included in the final RFP.
Does the one hour refresh rate apply both for LOS Magnetograms and Dopplergrams? (SPEC: 4.1.3)
This information will be included in the final RFP.
Are there preliminary numbers regarding the S/C pointing accuracy and stability during Operational Sun Pointing? The DRFP only states To Be Decided (TBD) for both. (SPEC: 5.4)
This information will be included in the final RFP.
The Flight Contract Award date is listed as January 2026, which is earlier than expected based on the Phase A timeline. Can the Government confirm this date? (SOW: 1.2)
This information will be included in the final RFP.
Are the PHOMI proposal or Phase A team members required to be firewalled from SWFO and/or SOL mission teams?
Updates will be included in the final RFP.
Received Comment Government Reply How many instruments are desired/intended to go on the Geostationary (GEO) bird?
in the final RFP.
Will proposal instructions, including: page count, volume requirements, past performance requirements, and any other directions, be provided prior to the release of the final RFP?
Updates will be included in the final RFP.
The Pre-Solicitation mentioned a $1.5M award each for up to 4 selections.
The Draft RFP does not include this detail. Are the final Phase A awards assumed the same as listed in the Pre-Solicitation?
Updates will be included in the final RFP.
Does the mission have a final flight contract funding profile assigned yet?
Or is it anticipated that a funding profile will be developed post-Phase A and prior to the hardware RFP?
Updates will be included in the final RFP.
PHOMISPEC-003 requires two arcsec spatial resolution. The ability and method to achieve this requires information on the spacecraft stability as well as the precision and rate of pointing knowledge provided to PHOMI.
These are marked as TBD in PHOMISPEC-390. Can you provide baseline numbers for these values? (SPEC: 4, 5)
Updates will be included in the final RFP.
What is the lower limit to the measurable magnetic field strength to which the +/-20% accuracy (PHOMISPEC-005) applies? (SPEC: 4.1.1.4)
Updates will be included in the final RFP.
What is the lower limit to the measurable Doppler velocity to which the +/- 20% accuracy (PHOMISPEC-011) applies? Or can this requirement be translated to an absolute value instead of a percentage? (SPEC 4.1.2.3)
Updates will be included in the final RFP.
Given the spatial resolution requirements, will the Government provide more details on the spacecraft attitude control performance? In particular, will the Government please provide expected absolute pointing accuracy, jitter, and roll error over the following timescales: 1 second, 60 second, 10 minutes?
Updates will be included in the final RFP.
Given that photospheric magnetic field measurements are relative, what is the reference for measurement accuracy?
Updates will be included in the final RFP.
What is driving the limited calibration time (e.g., 4 x 30 minute windows per year)? Is this requirement flexible?
Updates will be included in the final RFP.
Regarding the required trade study for vector field measurement capability, will the Government please provide:
1) The sensitivity requirements for the horizontal component of the photospheric vector field, and
2) The desired cadence?
in the final RFP.
What is the anticipated geo-transfer orbit period for the GEO mission? Updates will be included in the final RFP.
Given that both GEO and L1 orbit characteristics are described in the DRFP, is L1 being considered as a possible orbit for PHOMI?
Any updates to the orbit will be provided in the final RFP.
