About this file
This is an Amendment 1 to a Request for Proposal (RFP) for NASA Goddard Space Flight Center, Solicitation 80GSFC25R0001. The amendment modifies several key sections of the original solicitation, including contract clauses, price proposal instructions, and source selection evaluation factors. The total contract value is up to $1,500,000, consisting of $900,000 for a 9-month baseline period and $600,000 for an optional 6-month period. The Government will use a trade-off source selection process, with evaluation factors prioritized as Mission Suitability (most important), Past Performance, and Price (least important).
Key changes include revising the Option to Extend the Term of the Contract clause to limit total contract duration to 15 months, updating price proposal instructions to emphasize proper completion of specific clauses, and modifying source selection guidance. Offerors must complete clauses 1852.216-78 and GSFC 52.232-99, with deviations potentially resulting in proposal unacceptability. The solicitation anticipates evaluating and selecting multiple offers, with awards up to $1,500,000 each, including potential technology development or risk mitigation efforts.

Section I – Contract Clauses
1. Section I, Clause 52.217-9, Option to Extend the Term of the Contract (MAR 2000) is hereby revised to read as follows (changes outlined below in bold and italics)
52.217-9 | Option to Extend the Term of the Contract. (MAR 2000)
(a) The Government may extend the term of this contract by written notice to the Contractor within 30 days; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 30 days before the contract expires. The preliminary notice does not commit the Government to an extension.
(b) If the Government exercises this option, the extended contract shall be considered to include this option clause.
(c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 15 months.
(End of clause)
Part IV – Representations and Instructions
Section L – Instructions, Conditions, and Notices to Offerors or Respondents
2. Section L, provision titled Price Proposal Instructions, is hereby revised to read as follows (changes outlined below in bold and italics)
Price Proposal Instructions.
The Offeror shall complete clauses 1852.216-78 and GSFC 52.232-99 in this solicitation. Failure to properly complete clauses 1852.216-78 and GSFC 52.232-99 may result in the Offeror's proposal deemed non-responsive and removed from further consideration. The Firm-Fixed-Price total is not to exceed $1,500,000, which consists of $900,000 for the 9 month baseline period and $600,000 for the 6 month the contractor proposed option period if exercised by the Government.
Clause GSFC 52.232-99, reflects what the Government determines to be baseline percentages. If the Offeror proposes an exception to the baseline percentages, a reason for the exception and any proposed benefit to the Government is to be included.
Deviations to the contract percentage under clause GSFC 52.232-99 may result in a determination of proposal unacceptability (NFS 1815.305-70), preclude award to an Offeror if award is made without discussions, or may otherwise affect an Offeror's competitive standing.
