About this opportunity
The Department of the Air Force Materiel Command Installation and Mission Support Center is soliciting proposals for an Enhanced Use Lease of approximately 500 acres at Davis-Monthan Air Force Base near Tucson, Arizona, for private commercial development, with proposals due November 2, 2026. No set-aside applies.
Place of performance is Davis-Monthan Air Force Base, Arizona. The property is subject to a Master Lease with the City of Tucson expiring June 30, 2052; subleases may not exceed that term unless the Master Lease is extended. The Government intends to extend the Master Lease to support subleases of up to 50 years with possible renewal, though such extension is not yet executed.
A mandatory Combat Arms Training and Maintenance (CATM) facility relocation is a pre-condition to development at the lessee's sole expense. The lessee must construct a new CATM facility on an undeveloped Air Force site outside the leased property, including two 50-meter by 50-meter small arms ranges (supporting 5.56mm and 9mm day and night operations to 30 meters, each with 28 covered firing points and elevated instructor tower), one 800-meter range for 7.62mm training, and one 10,000 square-foot administration, classroom, armory, and range control facility accommodating up to 30 students. All ranges require berms, non-ricochet materials, and full round containment. The lessee must submit preliminary CATM cost estimates, annual maintenance costs, site plans, floor plans, and project timelines with proposals.
Proposals must not exceed 40 pages (excluding financial pro formas, drawings, mandatory clauses, resumes, and specifications) and 10 megabytes total, submitted via email to jeffrey.blankenship.2@us.af.mil and afcec.eul@us.af.mil. The Government will evaluate proposals using a two-phase best-value process with four equally-weighted factors: Project Description (market analysis and feasibility), Return to the Government (proposed consideration and financial pro forma), Organization, Experience, and Capability, and Integrated Project Plan and Schedule. The Government's preferred consideration structure is guaranteed base cash rent with additional revenue sharing plus in-kind consideration. The lessee must pay $250,000 for Government transaction costs at lease execution, assume all property taxes, obtain permits, provide utilities and emergency services, establish a demolition reserve, and maintain comprehensive insurance. Congressional notification under 10 U.S.C. 2667 and 2662 is required prior to final execution.
Notice text
Pursuant to the foregoing Executive Order and the Enabling Statute, the Department of the Air Force (the “Government”) is issuing this Request for Lease Proposal (the “RFLP”) to solicit proposals from entities (“Offeror(s)”) interested in entering into a long-term ground lease (the “Lease”) to lease all or a portion of that certain real property located at Davis-Monthan AFB (the “Installation”), which is an active military installation located in Tucson, Arizona comprised of approximately five hundred (500) acres of land (the “Property”) from the Government for the purposes of financing, permitting, developing, constructing, installing, owning, maintaining and operating improvements upon the Property for the Lessee’s private commercial (non-Federal government) use (collectively, the “Project”). The Government does not own the Property in fee and as such this RFLP is actually an opportunity for sublease(s) from the Government. The sublease(s) will be subject to all applicable terms, conditions and covenants contained in Lease No. DA-04-353-ENG-4430, between the United States, acting by and through the Secretary of Air Force and the City of Tucson, Arizona, dated March 21, 1955, as amended (“Master Lease”). The Master Lease is currently set to expire on 30 June 2052. Although the Government intends to extend the Master Lease to allow for subleases of up to fifty (50) years, with the possibility of a negotiated renewal/extension, unless and until such Master Lease extension is executed, any sublease term may not exceed the current term of the Master Lease. In accordance with and subject to the terms, requirements, and conditions of this RFLP, the Government will evaluate all proposals received in order to select one or more Offeror(s) as “Potential Lessees” with whom to enter into lease negotiations. A Potential Lessee with whom the Government actually makes and enters into a written and legally binding lease agreement is hereinafter referred to as a “Lessee.” A Potential Lessee may not actually become a Lessee. As noted above, the Government may elect to negotiate with more than one Potential Lessee to seek maximum value for the Government from the Property. This could potentially result in the Property being divided into more than one parcel with each portion of the Property being leased to a different Lessee.
