About this file

This document is Appendix I of a Request for Lease Proposal (RFLP No. AFCEC-26-R-0003) issued by the Air Force Civil Engineer Center (AFCEC) for an Enhanced Use Leasing Project at Davis-Monthan Air Force Base in Tucson, Arizona. The appendix outlines General Requirements that lessees must address as a precondition to developing the leased property.

The primary requirement mandates that lessees relocate the existing Combat Arms Training and Maintenance (CATM) facility and associated Surface Danger Zone (SDZ) to enable property development. Lessees must construct a new CATM facility at their sole cost and expense on an undeveloped site within the installation but outside the leased property, with the exact location to be determined during negotiations. The new facility must include two 50-meter by 50-meter small arms ranges supporting 5.56mm and 9mm activities for day and night operations (illuminated to 30 meters), each with 28 covered firing points, an elevated instructor tower, and range equipment storage; one 800-meter range capable of accepting 7.62mm training and qualifications with a 50-meter width, equipped with berms and overhead structures to contain rounds; and one 10,000 square foot administration, classroom, armory, and range control facility capable of accommodating up to 30 students. All ranges must incorporate berms, non-ricochet materials, and structures to prevent rounds from exiting without being fully baffled. Offerors must submit preliminary cost estimates for complete CATM construction, annual maintenance costs for baffling and berms over the proposed lease term, preliminary site plans, facility floor plans, specifications, and project timelines as part of their proposals.

APPENDIX I

GENERAL REQUIREMENTS

The Department of the Air Force (DAF) requires that the Lessee address the current Combat Arms Training and Maintenance (CATM) facility and associated Surface Danger Zone (SDZ) mitigation strategies; comply with the Land Use Control Implementation Plan for Munitions Response Sites TM553, TM553A, and TM554A, DMAFB, Tucson Az. The Property is not developable unless the CATM facility is relocated, as the current CATM facility sits within the current SDZ and must be relocated to facilitate the proposed EUL site. Proposals must clearly outline how they will address this requirement.

In order to develop the Leased Premise, the Lessee must, construct a new CATM facility in accordance with Appendices A-3 through A-3c on a currently undeveloped site to be located on the Installation but outside of the Property in the general area of the existing CATM facility (exact location to be determined during negotiations) at Lessee's sole cost and expense. For planning purposes only, a conceptual design of the new CATM including ranges and administrative facility is attached as Appendix A-3c.

This new CATM facility must include two (2) 50 meter by 50 meter small arms ranges supporting 5.56mm and 9mm zeroing, training, and qualification activities for both day and night. Ranges must be illuminated to 30 meters for night shooting. These ranges must be designed to contain the SDZ by providing berms on both sides and the downrange end and must incorporate a structure capable of preventing fired rounds from exiting the range (see conceptual plan) without being fully baffled. The design shall also incorporate materials that will not cause bullets to ricochet. These 50-meter ranges must each contain 28 covered firing points, an elevated tower for instructor observation and control, and adequate storage for essential range equipment.

Additionally, the new CATM facility must include one (1) range capable of accepting up to 7.62mm training and qualifications to 800 meters and a width of 50 meters. The 800-meter range must have berms on both sides and the downrange end. The firing points must have an overhead structure capable of preventing fired rounds from exiting the range (see conceptual plan). The SDZ must be reduced to the 50-meter width of the range and 800 meters down range.

The range complex must also include one (1) 10,000 square foot administration, classroom, armory, and range control facility. Training classrooms or areas must be capable of accommodating up to 30 students and associated instructor personnel, see attached conceptual plan which is attached as Appendix A-3c.

Offerors must provide preliminary cost estimates for the complete construction of a new CATM.

These estimates must also include the annual cost to maintain any baffling and berms for the proposed lease term. Preliminary site plan, facility floor plans, specifications, and project timeline are also required as part of this proposal
