About this file
This is Appendix A-3 of a Request for Lease Proposal (RFLP) for an Enhanced Use Leasing Project at Davis-Monthan Air Force Base, issued by the Air Force Civil Engineer Center (AFCEC). The document specifies the CATM (Combat Arms Training Maintenance) facility concept design requirements rather than a complete solicitation with response dates, pricing terms, or award information.
The facility requirements include two 50-meter by 50-meter small arms ranges equipped to support 5.56mm and 9mm zeroing, training, and qualification activities for both day and night operations, with illumination extending to 30 meters for night shooting. Each range must contain 28 covered firing points, an elevated instructor observation tower, berms on both sides and downrange end, and non-ricochet materials with structures to prevent rounds from exiting the range. Additionally, the facility must include one 800-meter rifle range with 7.62mm capability, a 50-meter width, and overhead structures at firing points to contain rounds. The complex also requires one 10,000 square-foot administrative, classroom, armory, and range control facility capable of accommodating up to 30 students and associated instructor personnel. This appendix provides design specifications and does not contain solicitation terms, deadlines, or pricing information.

APPENDIX A-3
CATM CONCEPT DESIGN
This new CATM facility must include two (2) 50 meter by 50 meter small arms ranges supporting 5.56mm and 9mm zeroing, training, and qualification activities for both day and night. Ranges will be illuminated to 30 meters for night shooting. These ranges must be designed to contain the SDZ by providing berms on both sides and the downrange end and must incorporate a structure capable of preventing fired rounds from exiting the range (see conceptual plan) without being fully baffled. The design shall also incorporate materials that will not cause bullets to ricochet. These 50-meter ranges must each contain 28 covered firing points, an elevated tower for instructor observation and control, and adequate storage for essential range equipment.
Additionally, the new CATM facility must include one (1) range capable of accepting up to 7.62mm training and qualifications to 800 meters and a width of 50 meters. The 800-meter range must have berms on both sides and the downrange end. The firing points must have an overhead structure capable of preventing fired rounds from exiting the range (see conceptual plan). The SDZ must be reduced to the 50-meter width of the range and 800 meters down range.
The range complex must also include one (1) 10,000 square foot administrative, classroom, armory, and range control facility. Training classrooms or areas must be capable of accommodating up to 30 students and associated instructor personnel, see attached conceptual plan which is attached as Appendix A-3c.
