About this opportunity
The Naval Sea Systems Command (NAVSEA) Crane Division is seeking proposals for test, evaluation, repair, modification, and upgrade services for electronic warfare systems' Prime Mission Equipment (PME), including Weapon Replaceable Assemblies (WRAs) and Shop Replaceable Assemblies (SRAs). The selected contractor must provide comprehensive labor, materials, supplemental equipment, and facilities to support airborne electronic attack fleet operations and the organic depot. Key requirements include maintaining a Government-approved facility with appropriate security clearance, achieving CMMC Level 2 cybersecurity certification, and complying with ASQ/ANSI/ISO 9001:2015 quality management standards. Award will be made on a best-value basis considering technical merit (Factor 1, most important), past performance (Factor 2), cost realism (Factor 3), and contract documentation compliance (Factor 4). The deadline for proposal submission is April 20, 2026, at 4:00 PM Eastern Time, with proposals submitted electronically to the Contract Specialist.
This is a non-set-aside solicitation for a cost-plus-fixed-fee contract covering a five-year base period (Phase 1, Years 1-5) plus an optional three-year Phase 2 (Years 3-5), with estimated annual labor requirements ranging from 8,640 hours in Year 1 to 16,320 hours in Year 2, and material costs estimated at $750,000 to $1,000,000 annually for Phase 1 and $300,000 to $750,000 for Phase 2, reimbursed on a cost-no-fee basis. The contractor must maintain a 10 percent small business subcontracting goal and comply with Service Contract Act wage determinations for Engineering Technician III and V positions. The contract is rated under the Defense Priorities and Allocations System (DPAS) Code, with quarterly eCRAFT reporting requirements and fixed fee withholding of 15 percent until $100,000 is withheld. Performance will take place in Crane, Indiana, with potential transition of workload from Government facilities to contractor-operated facilities permitted within 185 days of contract award, and up to 1-2 full-time equivalent personnel may work at Government facilities for workforce training for up to 125 days.
