About this file
This file is a labor mix estimate template provided as guidance to offerors for a five-year effort supporting test, evaluation, repair, modification, and upgrade of electronic warfare systems for the Naval Sea Systems Command. The Government explicitly states that offerors have latitude to propose alternative labor mixes they deem appropriate to accomplish the Statement of Work requirements efficiently and cost-effectively, with this estimate serving only as a reference for understanding the overall skill distribution.
The labor mix is organized into two phases across five years and specifies four labor categories: Engineering Technician III (30083), Engineering Technician V (30085), Manager Program/Project II (MANP2), and Logistician II (LGT2). Phase 1 requirements total 63,120 cumulative hours distributed across Government site regular hours, Government site overtime, contractor site regular hours, and contractor site overtime, with the heaviest concentration in Years 2 and 3. Phase 2 comprises 18,480 cumulative hours primarily in Years 2 and 3. The breakdown shows Engineering Technicians at the highest volume, followed by management and logistics support roles, with specific hour allocations varying by labor category and work location across the contract period.
