Statement of Work Summary

This is a Statement of Work (SOW) for test, evaluation, repair, modification, and upgrade of Prime Mission Equipment (PME) Weapon Replaceable Assemblies (WRAs), Shop Replaceable Assemblies (SRAs), and components utilized in Electronic Warfare Systems in support of the Airborne Electronic Attack (AEA) Fleet Support Team and Organic Depot at Naval Surface Warfare Center Crane Division. The contract is prepared by NSWC Crane Division, version 1.3, dated May 20, 2025, with approved public release and unlimited distribution.

The Contractor shall conduct test, evaluation, repair, modification, and upgrades of PME items via a phased approach, with Phase 1 assured and Phase 2 optional. The Contractor must provide labor, materials beyond government-furnished items, supplemental equipment, and facilities for the specified tasking. Items requiring repair are listed in Appendix A and include Radio Frequency assemblies, AC/DC Power Supplies, and RF Waveguide and Antenna Assemblies. The Contractor is authorized to conduct repairs up to Beyond Economical Repair (BER) thresholds per item; exceeding these thresholds requires government approval to proceed. Turn-Around Time (TAT) targets are specified in Appendix A for individual items, excluding parts with lead times exceeding 30 days. The Contractor must classify items into four categories: No Fault Found (NFF), Repairable/Modification/Upgrade, BER, and Obsolescence/Diminishing Manufacturing Sources & Material Shortages (DMSMS). All work must comply with IPC-A-610J, IPC-7711/21D, and IPC-WHMA-A-620E standards. The Contractor shall designate a Program Manager and Contracts Representative as Points of Contact and submit bi-weekly status reports detailing PME asset status, average TAT across all items, labor/material/overhead costs per repair, and employee training completion status. Test equipment maintenance and repair, including government-furnished test equipment (both manual and automated), falls under Contractor responsibility. The transition of workload from government depot to contractor facilities is permitted within 185 days of contract award, requiring installation of government-furnished equipment and potential for 1-2 full-time equivalent contractor personnel to work at government facilities for up to 125 days for workforce training and certification purposes.
