About this opportunity

The Department of the Air Force Reserve Command has issued a Request for Information (RFI) for market research purposes regarding Project CTGB 162017, which involves the construction, renovation, and addition of Building 453 (Aircraft Maintenance Shop FAC 453) at an Air Force facility. This RFI was released on January 28, 2026, following the cancellation of the original Invitation for Bids (IFB) FA465425B0001 due to insufficient available funds. The RFI is designated as a Competitive 8(a) set-aside, indicating it is restricted to eligible 8(a) business concerns. This is not a solicitation for bids but rather a fact-finding initiative to gather industry feedback and identify corrective actions for future procurement efforts. The project falls under the Commercial and Institutional Building Construction category (NAICS 236220) and involves specialized work including a paint booth.

The government seeks to understand factors that may have influenced the original solicitation's outcome, including the level of industry participation and the quality of the technical package. Interested parties must submit responses using the provided RFI Response Form by February 11, 2026, at 4:00 p.m. local time to Cedric Q. Roberts at cedric.roberts@us.af.mil. The RFI solicits feedback across two primary areas: industry participation factors (such as reasons for not submitting bids, subcontractor availability challenges, and barriers to entry) and technical package feedback (addressing clarity of drawings and specifications, construction challenges, and cost drivers related to the paint booth requirements). Eligible respondents include firms that reviewed the original solicitation, whether or not they submitted bids. The government will use this collected market research to refine the solicitation's terms, structure, and technical documentation prior to reissuing the opportunity.
