About this opportunity
U.S. Immigration and Customs Enforcement is issuing a Request for Information for on-site compliance assessment support services supporting the ICE 287(g) Program, with responses due by 6:00 p.m. EST on September 8, 2026. This is market research only; no solicitation is imminent, and the Government will not reimburse response costs.
The requirement encompasses approximately 1,000 on-site compliance assessments annually across the continental United States (CONUS and OCONUS) to oversee ICE's delegation of immigration enforcement authorities to state and local law enforcement agencies under the Task Force Model and Warrant Service Officer Model. Work is performed at ICE Headquarters in Washington, D.C., and the National Coordination Center in Nashville, Tennessee, with telework-eligible staff distributed throughout CONUS subject to Government approval. The base period is 12 months from contract award, with one two-year option period exercisable at the Government's discretion, for a total of 36 months.
The anticipated NAICS code is 541611 (Administrative Management and General Management Consulting Services). The Government anticipates a commercial Firm-Fixed-Price contract, though acquisition strategy remains under development and may be modified based on vendor responses. ICE seeks vendor input on contract type, potential subcontracting opportunities for small businesses, applicable industry standards, transition timelines, and the attached draft Performance Work Statement.
Respondents must address experience conducting compliance assessments, inspections, and audits; experience supporting law enforcement or immigration environments; staffing and deployment capabilities for field services; technical tools for scheduling, travel, reporting, and corrective action tracking; and past contract performance with scope, geographic coverage, volume, and staffing details. Submissions are limited to three pages plus cover page and PWS comments spreadsheet and must be sent to DCRMidwest@ice.dhs.gov.
Notice text
This is a Request for Information (RFI) for U.S. Department of Homeland Security (DHS) U.S. Immigration and Customs Enforcement (ICE), Enforcement and Removal Operations (ERO) Public Safety Partnership Division (PSPD) On-Site Compliance Assessment Services.
THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This is not a solicitation announcement. This RFI is solely for market research and planning and information purposes and is not to be construed as a commitment by the Government to issue a subsequent solicitation (Broad Agency Announcement, Request for Proposal, etc.). This RFI does not commit the Government to contract for any supply or service. ICE is not seeking proposals at this time. Responders are advised that the U.S. Government will not pay any costs incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the interested party's expense. The information provided in this RFI is subject to change and is not binding on the Government. All submissions become the property of the Government and will not be returned.
If you submit proprietary information, you must clearly mark “PROPRIETARY” on every sheet containing such information and segregate the proprietary information to the maximum extent practical from other portions of your response (e.g., use an attachment or exhibit). Respondents are responsible for adequately marking proprietary information in their response. All information received in response to this RFI that is marked “Proprietary” will be handled accordingly.
RFI Purpose: This RFI/Sources Sought is seeking information to aid in refining the acquisition strategy, determining if a set aside will be used, contract vehicle selection, and seeking comments and information on the attached Draft Performance Work Statement (PWS). Responses to this RFI may be used to identify potential contract vehicles (such as DHS Strategic Sourcing Vehicles, General Services Administration (GSA) contracts, etc.) and determine if this requirement should be set aside for specific small business classifications. Therefore, while not responding to this RFI does not directly preclude a contractor from participating in a future solicitation, not responding could impact procurement decisions that affect a contractor's ability to participate in a future solicitation as a prime contractor.
Please note, the Draft PWS is a work in progress. The Government intends to utilize this RFI to refine its requirements.
This RFI is for the purpose of identifying potential sources as part of ICE’s market research. No solicitation exists; therefore, do not request a copy of the solicitation.
The Government reserves the right to hold one-on-one meetings as a result of responses received from this RFI as part of its market research. Meetings may be held in particular with vendors who provide comprehensive responses to the questions posed. In addition, there may be a need to seek further clarification from those respondent(s) identified as capable. This clarification may be requested in the form of brief verbal communication by telephone; written communication; electronic communication; or a request for a presentation of the response. The Government reserves the right to seek additional information from those vendors identified with unique solutions that are determined to be beneficial to the Government.
RFI Responses are due September 8, 2026 @ 6:00 PM, Eastern Time via email at DCRMidwest@ice.dhs.gov. Subject Line and attachments should include the notice ID: RFI-FY27-ERO-PSPD
