About this file
This is a Request for Information (RFI) for professional support services to conduct on-site compliance assessments for the U.S. Immigration and Customs Enforcement (ICE) 287(g) Program. The RFI is issued by the Department of Homeland Security's Enforcement and Removal Operations (ERO), Public Safety Partnership Division (PSPD), to assess market capability and gather vendor input prior to formal solicitation. The government anticipates awarding a commercial Firm-Fixed-Price (FFP) contract, though the acquisition strategy remains under development and may be modified based on vendor responses. The primary NAICS code is anticipated to be 541611 (Administrative Management and General Management Consulting Services). Responses must be submitted electronically to DCRMidwest@ice.dhs.gov no later than 6:00 p.m. EST on September 8, 2026, and limited to three pages plus a cover page and PWS comments spreadsheet.
The requirement encompasses approximately 1,000 on-site compliance assessments annually across the continental United States to oversee ICE's delegation of immigration enforcement authorities to state and local law enforcement agencies. Prospective contractors must address their experience conducting compliance assessments, inspections, audits, and monitoring reviews; experience supporting law enforcement or immigration environments; staffing and deployment capabilities; recruitment and retention strategies for travel-heavy field services; technical tools for scheduling, travel, reporting, and corrective action tracking; and similar past contract performance with details on scope, geographic coverage, volume, and staffing levels. The government also requests vendor recommendations on contract type, potential subcontracting opportunities for small businesses, applicable industry standards for performance monitoring, transition timelines, and intent to respond to the forthcoming solicitation. Vendors should also provide feedback on the attached draft Performance Work Statement and any comments regarding acquisition strategy, contract vehicles, NAICS codes, and socioeconomic alternatives.

Request for Information for On-Site Compliance Assessment Support Services
RFI-FY27-ERO-PSPD
This is a request for information (RFI) for the procurement of professional support services for ERO’s Public Safety Partnership Division (PSPD) who oversee the U.S. Immigration and Customs Enforcement (ICE) 287(g) Program. The government requires expertise and experience in a broad range of compliance assessment and oversight support services to carry out its mission. The 287(g) program allows ICE to delegate certain immigration enforcement authorities to state and local law enforcement agencies. Effective oversight is critical to ensure these authorities are used in accordance with federal law, the Memorandum of Agreement (MOA), and ICE policy. Physical compliance assessments are a key component of program integrity, civil rights protection, and operational effectiveness. Additional information can be found in the attached draft performance work statement (PWS).
As a part of its market research, DHS is issuing this RFI to determine the estimated number of interested vendors capable of the scope of the requirement delineated in the draft PWS. The Government may use the responses to this RFI for information and planning purposes. The draft PWS describes only the currently contemplated possible scope of the services and is subject to change in the final PWS.
By posting this RFI and draft PWS, ICE hopes to: shorten the time-to-award, thereby delivering capabilities to customers faster; encourage competition by providing interested vendors with an improved understanding of the goal and objectives for the procurement; and increase the likelihood of a successful outcome by refining evaluation techniques to identify the most qualified contractors.
Acquisition Strategy
The acquisition strategy is still under development and is not finalized. The Government is contemplating a commercial Firm-Fixed-Price (FFP) contract. The acquisition strategy will be partially dependent upon the solutions/alternatives presented by interested parties to this RFI. If you have any comments on acquisition strategy, contract type, parent contracts in scope of the PWS, NAICS, and socioeconomic alternatives please include in your responses.
