About this opportunity
The Military Sealift Command (MSC) is conducting a Request for Information (RFI) to gather market feedback for a comprehensive diesel engine maintenance and support contract. The agency seeks a contractor capable of providing parts, services, and technical support for maintaining diesel engines across multiple ship classes, with requirements for either an Original Equipment Manufacturer (OEM) authorized provider or an MSC Qualified Non-OEM Technical Field Service Provider. Key personnel qualifications include a Contracts/Program Manager with 10+ years marine industry experience, Factory Certified Technicians with minimum 7 years engine-specific experience, and Project Managers with 5 years shipyard experience. The RFI requires interested parties to submit questions and feedback by March 14, 2025, at 1700 local time (Norfolk, VA), with responses to be sent to susan.h.moomaw.civ@us.navy.mil and timothy.lewis60.civ@us.navy.mil. This is a market survey for preliminary planning purposes, and respondents will be notified and potentially invited to a discussion meeting about their submissions.
The contract will be structured as an Indefinite-Delivery Indefinite-Quantity (IDIQ) with firm-fixed-price line items, covering 30 specific engine types from manufacturers including ALCO, Colt-Pielstick, Fairbanks Morse, and MAN. There is no specific set-aside designation for this opportunity, indicating it will be open to a broad range of potential contractors. Work may be performed globally, including onboard ships, at repair facilities, shipyards, and piers. The contractor will be required to provide warranty protection for parts and labor for a minimum of one year and submit various technical reports, including overhaul completion reports, condition found reports, and monthly outstanding delivery order reports. Services will encompass a wide range of activities such as overhauls, appraisals, storage, inspections, life cycle management, engineering, refurbishment, repairs, testing, and training for diesel engine systems.
