About this opportunity
The Military Sealift Command (MSC), a component of the Department of the Navy, is seeking proposals for diesel engine parts and services to maintain engines across multiple classes of naval vessels. The procurement will provide original equipment manufacturer (OEM), OEM-authorized, and MSC-approved non-OEM equivalent parts and services worldwide. Qualified contractors must be factory-certified technicians or authorized distributors/service providers capable of performing engine overhauls, inspections, repairs, technical field support, parts procurement, and engineering services for approximately 25 diesel engine configurations from manufacturers including ALCO, Fairbanks Morse, and MAN Energy Solutions. The government will evaluate proposals primarily on price reasonableness, with MSC reserving the right to conduct periodic "on-ramp" solicitations during the contract period to add additional qualified contractors. The original proposal deadline was October 31, 2025, but the solicitation has been amended multiple times with the most recent deadline of December 5, 2025, and several question and answer rounds have been published to clarify Performance Work Statement requirements and contract expectations.
This is a non-set-aside multiple award Indefinite Delivery Indefinite Quantity (IDIQ) contract with no identified incumbent contractors and a shared contract ceiling of $759 million over a five-year ordering period from May 21, 2026 to May 20, 2031. The solicitation is structured as firm-fixed-price with specific labor categories and parts pricing to be submitted by offerors using the provided rate table. Contractors must maintain ISO 9001-2015 certified Quality Management Systems, provide qualified personnel with extensive marine industry experience, and comply with comprehensive reporting requirements including overhaul completion reports, condition found reports, and technical bulletin updates within specified timeframes. Performance will occur worldwide at locations including onboard ships, repair facilities, commercial shipyards, and piers, with the primary place of performance listed as Norfolk, Virginia. The contract applies to NAICS code 333618 (Other Engine Equipment Manufacturing) with a size standard of 1,500 employees, and successful contractors will be subject to government surveillance and performance evaluation under the Contractor Performance Appraisal Reporting System (CPARS).
