About this opportunity
The Department of the Air Force Research Laboratory (AFRL) is preparing to procure an enterprise-wide IT administration consolidation contract, with a response deadline of September 5, 2025, at 1530 Eastern for this Sources Sought notice (FA8652-25-R-0002).
STATUS UPDATE (August 6, 2026): The acquisition strategy has been finalized. The contract will be executed as a competitive Fair Opportunity Task Order under GSA VETS 2 GWAC with 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside. The Fair Opportunity Proposal Request has been released directly to GSA VETS 2 GWAC prime contract holders only; the solicitation will not be posted publicly on SAM.gov. Earlier RFI Details (Pre-August 2026): The Sources Sought consolidates network, system, endpoint, database, and application administration across multiple offices currently managing IT services in silos. Scope encompasses EBS Support and Development, ServiceNow subscriptions and migrations (excluding license purchases), Digital Laboratory Environment support, and Enterprise RDT&E IT Support. The anticipated contract covers more than 120 FTEs and requires a Facility Security Clearance at contract start with capability to perform both unclassified and classified work up to Top Secret/Sensitive Compartmented Information levels. Contractor must support FedRAMP-authorized environments at IL2 and IL5 impact levels, with preference for Google and Azure certifications. The contract is anticipated to convert to a firm-fixed-price C-type contract with a single awardee. Physical infrastructure supporting EBS, AFRDMI, and S-VISION transfers to the new contractor; other programs are cloud-hosted.
