About this file

This file is a Questions and Answers document for a Sources Sought notice (Solicitation Number: FA865225R0002) issued by the Air Force Research Laboratory (AFRL) for an enterprise-wide IT administration services contract. The solicitation seeks to consolidate IT administration services across multiple offices, with a focus on improving service delivery, reducing costs, and enhancing security. Key details include an anticipated contract with over 120 full-time employees, requiring FedRAMP authorized environments at IL2 and IL5 impact levels, and preference for Google and Azure cloud certifications.

The contract will consolidate several existing IT support contracts, including ServiceNow support, Enterprise Business Systems, and Digital Laboratory Environment services. The government expects the contractor to have a Facility Security Clearance at contract start and be prepared to work on both classified and unclassified tasks. The submission deadline for industry feedback is 5 September 2025, with responses limited to 5 pages. The contract is anticipated to change to a C-type contract with a single awardee, and while there are no guaranteed minimum order quantities, it will involve supporting various IT infrastructure and cloud-based systems across AFRL's enterprise.

Questions and Answers – Sources Sought – FA8652-25-R-0002

Q1. Are the below considered predecessor or current contracts?

FA239622D0003 - EBS Support and Development FA239624FB242 - AFRL ServiceNow Subscription FA945324FX023 - ServiceNow Purchase or Renewal FA945324FX026 - ServiceNow IL5 Migration and Integration Hub FA239624FB041 - ServiceNow Software Licenses and Installation FA239625FB041 - AFRL RQ and RX ServiceNow Bridge Contract FA239624PB051 - Enterprise RDT&E IT Support (ERITS) Are there are any others?

A1. Yes, the scope of this anticipated effort under this source sought does include the contracted support efforts under the vehicles listed above. The Government wants industry to understand that while it does intend support for ServiceNow under this new vehicle, it does not intend for the purchasing of ServiceNow licenses to be in scope. In addition, AFRL has current contracted support for the Digital Laboratory Environment (DLE) under this vehicle FA8750-25-F-B015; however, the entirety of scope under that order is not anticipated for this potential new effort, only the DLE support portion.

Q2. Are there specific areas of the PWS where industry feedback would be most valuable for refining the final requirements?

A2. Not at this time. Seeking general feedback for clarity or if additional information is needed to capture scope.

Q3. For the ServiceNow-related tasks, should feedback focus more on sustainment or on migration/integration into IL-5 environments?

A3. Feedback specifically on migration/integration into a single IL5 ServiceNow environment would be particularly helpful. AFRL is undergoing an effort to consolidate all ServiceNow instances into a single enterprise offering. A focus on bringing folks into compliance with best practices would additionally be helpful.

Q4. For DLE, would you like to see industry recommendations on toolset expansion or primarily on sustainment best practices?

A4. Primarily seeking sustainment best practices but also interested in toolset expansion.

Q5. Are there transition risks or cost drivers you’re particularly interested in seeing addressed?

A5. Typical risks, including capture of existing workforce, providing a transition plan/period to migrate responsibilities to new staff/leadership, etc. No additional details on cost drivers.

Q6. Will the Government consider sponsoring a contractor Facility Security Clearance (FCL)?

A6. The Contractor will be expected to have a Facility Security Clearance at contract start.

Q7. Can unclassified work commence while FCL processing is underway?

A7. The Contractor will be expected to commence unclassified and classified work at contract start.

Q8. Are there interim security arrangements available for cleared personnel at Government facilities?

A8. Cleared personnel will be able to perform work at Government facilities.

Q9. Is there a current incumbent contractor performing this work, if so could the government provide the name and contract number?

A9: This contract is a consolidation of several current contracts. See Q&A question 1 Q10. What transition assistance and knowledge transfer will be available?

A10. In some, but not necessarily all, of the vehicles listed in Question 1, there is a requirement for the incumbent contractor to supply a Contract Transition Plan (CTP), delivered under a CDRL. In instances where this CTP is required, it would provide the awardee of this potential requirement (FA865225R0002) the following information:

· Apply all current OS upgrades, patches and TCNOs

· Apply all current application patches and TCNOs

· Back-up all Virtual Servers, applications, databases, and user data and provide this backup on tape and or USB hard drive

· Provide detailed inventory list of operating systems, software, versions, and TCNO’s on servers

· Provide detailed inventory list of all Government software, licenses, hardware, and equipment

· Provide copies of all documentation; operating and maintenance instructions; and operating and maintenance checklists Q11. What existing IT infrastructure, licenses, and documentation will transfer to the new contractor?

A11. AFRL has a physical infrastructure to be maintained to support EBS, AFRDMI, and S-VISION. Other programs are hosted in the cloud.

Q12. Are FedRAMP authorized environments required, and at what impact levels?

A12. Yes, FedRAMP authorized environments are required at IL2 and IL5.

Q13. Will commercial Government clouds (AWS GovCloud, Azure Government) be required for all workloads?

A13. Commercial Government clouds will be required for some workloads.

Q14. What specific cloud provider certifications are preferred for personnel?

A14. Google and Azure certifications are preferred.

Q15. What is the anticipated baseline FTE count for the contract?

A15. The anticipated baseline FTE count is expected to exceed 120 FTEs.

Q16. What is the expected overall contract ceiling value?

A16. The contract is anticipated to change to a C-type contract with a single awardee.

Q17. How frequently are task orders anticipated, and what is their typical value range?

A17. The contract is anticipated to change to a C-type contract with a single awardee.

Q18. Are there guaranteed minimum order quantities?

A18. No, the contract is expected to be changed to a C-type contract with a single awardee.

Q19. What tools or systems currently measure the performance metrics outlined in the PWS?

A19. Performance metrics are captured in a myriad of ways. Paragraph 5.5 specifies some of the systems/methods that the Government anticipates using, including CPARS and collection of performance assessment reports (PAR).

Q20. What is the historical performance baseline for comparison?

A20. The Government is not entirely clear on the question, but performance objectives and thresholds are listed in the Services Summary, PWS paragraph 6.
