About this opportunity
The Department of the Air Force Materiel Command Lifecycle Management Center at Robins Air Force Base is conducting market research to identify potential sources to sustain the Halvorsen 25K Aircraft Cargo Loader across Pipeline/Material Management, Sustaining Engineering, Repair, and Overhaul, with responses due by November 5, 2026. This Request for Information follows an industry day held on February 12, 2025, and represents preliminary qualification research ahead of a full and open competitive solicitation anticipated 1–2 years out.
The Halvorsen fleet comprises approximately 500 units deployed across approximately 170 worldwide locations, including CONUS, OCONUS, and subordinate Air Force bases and allied installations. The draft Performance Work Statement specifies annual overhaul of 30 loaders (Best Estimated Quantity) with 12-month turnaround, worldwide field support eight hours daily Monday–Friday with on-call coverage, material pipeline management, engineering support including obsolescence management and 24-hour response for Category I deficiencies, program management, and technical data maintenance. Contract period is one year basic plus seven ordering periods and a six-month extension option. Performance thresholds include 100% on-schedule overhaul completion, no more than 20 loaders in work simultaneously, 100% DCMA inspection pass rate, and ISO 9001:2015 compliance.
The incumbent contractor is Leonardo DRS. Current parts are contractor-owned with longest lead time approximately six months; shipping is managed by DCMA/SDMC. The equipment operates 30,000 annual hours with no defined end-of-life. Respondents should address military heavy-lift equipment experience, hydraulic and CAN-bus electrical network expertise, production capacity for 30 annual overhauls with 12-month turnaround, specialized tooling, and parts fulfillment against 80% within 14 days and 100% within 30 days metrics. NAICS 333924. Participation does not guarantee future awards and incurs no government reimbursement.
