About this file

This is a Sources Sought Synopsis (market research document) for a follow-on contract to provide Aircraft Cargo Loader (ACL) support services for the Halvorsen 25K Aircraft Cargo Loader used by the United States Air Force. The government seeks to identify potential contractors with expertise in overhaul, pipeline/material management, sustaining engineering, and repair of the Halvorsen loaders identified by National Stock Numbers (NSNs) 3930-01-480-9519CT and 3930-01-446-3515CT. The market research is not a solicitation, and participation does not guarantee future contract awards or compensation.

Responses to the Contractor Capability Survey must be submitted by 22 October 2026 to the Procurement Contracting Officer and supporting team members via email. The survey requests business information including CAGE code, small business certifications, and answers to detailed capability questions across three categories: general questions addressing military/commercial heavy-lift equipment experience and technical order development; engineering questions focused on hydraulic systems, CAN-bus electrical networks, obsolescence management, and integrated system testing; and sustaining questions regarding production capacity for an annual throughput of 30 overhauled units with 12-month turnaround times, specialized tooling acquisition, and worldwide parts support for approximately 500 assets across 170 global sites with required fulfillment metrics of 80% within 14 days and 100% within 30 days. The government proposed NAICS code is 333924, and both large and small businesses are encouraged to respond, with small business respondents given specific guidance regarding teaming arrangements and potential exclusive work breakouts. Four technical attachments are referenced; two are available on SAM.gov, while two others require separate request via DoD SAFE.

Halvorsen Follow-On Sources Sought Synopsis

(NSN 3930-01-480-9519CT, 3930-01-446-3515CT)

CAUTION:

This market survey is being conducted to identify potential sources that may possess the expertise, capabilities, and experience to meet the requirements for qualification laid out in the PWS of the Halvorsen 25k Aircraft Cargo Loader for use by United States Air Force (USAF) personnel.

Contractors/Institutions responding to this market research are placed on notice that participation in this survey may not ensure participation in future solicitations or contract awards. The government will not reimburse participants for any expenses associated with their participation in this survey.

INSTRUCTIONS:

1. The document(s) below contains a description of the Halvorsen 25K Aircraft Cargo Loader requirement and a Contractor Capability Survey. The Survey allows Contractors to provide their company’s capability.

2. If, after reviewing these documents, you desire to participate in the market research, you should provide documentation that supports your company’s capability in meeting these requirements. Failure to provide documentation may result in the government being unable to adequately assess your capabilities.

3. ATTENTION: SMALL BUSINESS RESPONDENTS who are interested in participation for this effort:

a. No set aside decision has been made; however, the Government will determine the final strategy after thorough analysis of the small business responses and other market research available, considering the demonstrated interest and capability. Please ensure that you provide a thorough response to each question. If your company does not currently possess the full capability required to fulfill the entire requirement, what teaming/partnership/joint venture/subcontracting arrangement do you have in place to fulfill the government needs? Providing evidence of this arrangement, e.g. emails, letter, etc. that demonstrates a united response to this Sources Sought Synopsis (SSS) is highly encouraged but not required.

The evidence should state the type of arrangement and the role each member will fulfill. If you are only interested in being a subcontractor to the future awardee, state the portion of the work that your organization has capability of fulfilling.

b. Identify any areas of work that your organization believes should be broken out exclusively for Small Business.

4. Both large and small businesses are encouraged to participate in this Market Research. Joint ventures or teaming arrangements are encouraged.

5. Questions relative to this market survey should be addressed to the Procuring Contracting Officer (PCO). IF attachments will require upload to DoD Safe to gain a copy, please add statement similar to this: “Please note:

Due to the size, the T.O. file (Attachment 1) was not loaded onto SAM.gov. The T.O. file will be released separately via DoD SAFE upon official request sent via email to Aliscia.pitts@us.af.mil and kimberly.mercer.1@us.af..mil.”

Part II. Capability Survey Questions

A. General Questions:

1. Describe your capabilities and experience in supporting existing heavy-lift, flight-line, or Material Handling Equipment (MHE) in a military or commercial environment.

Specifically, highlight your experience with Aircraft Cargo Loader or comparable equipment, including solving complex maintenance and support problems related to high-pressure hydraulics, hydrostatic drive systems, and heavy-duty structural components.

2. Describe your capabilities and experience in developing, modifying, and updating USAF Technical Orders (TOs) or commercial equivalents for aircraft cargo loaders.

a. State the types of specialized diagnostic, calibration, and troubleshooting tools your organization utilizes for Halvorsen electrical control systems, computerized vehicle health monitoring, and hydraulic system calibration.

3. Describe your process for maintaining real-time inventory records and reporting work-in-process (WIP) balances for a globally dispersed fleet of approximately 500 assets across 170 sites. How do you track parts consumption and manage depot overhaul pipelines?

4. Based on the attached PWS and the information provided in this SSS, does your company foresee any barriers into competition for the Halvorsen 25K Loader? If so, please address the following areas in your response:

A. Contract Type B. Government Furnished Property/Contractor Provided Parts C. Field Services Representatives (FSRs) D. Other Barriers

B. Engineering Questions

1. Describe your engineering capabilities and experience in conducting integrated system testing, calibration, and evaluation of high-pressure proportional hydraulic systems and computerized CAN-bus electrical networks on heavy material handling equipment.

2. The Halvorsen fleet relies on aging, commercial off-the-shelf (COTS) electrical components, programmable logic controllers (PLCs), and CAN-bus system architectures. Describe your configuration management process for identifying and resolving critical parts obsolescence and Diminishing Manufacturing Sources and Material Shortages (DMSMS). How do you qualify replacement components without disrupting the overall vehicle system baseline?

3. Describe your engineering capabilities in conducting integrated system testing on heavy material handling equipment. Specifically, how will your organization evaluate and test the complex interface between the Halvorsen's electrical control systems and its high-pressure proportional hydraulic systems (e.g., deck elevation, pitch, roll, side-shift, and safety interlocks) to ensure perfect form, fit, and function prior to delivery?

C. Sustaining Questions

1. The PWS requires an annual throughput of 30 overhauled Halvorsen loaders with a maximum 12-month turnaround time (TAT) per asset.

a. Describe any production, supply chain, or facility constraints that would impact your ability to meet this schedule.

b. If a 12-month TAT is not immediately achievable, what initial TAT (e.g., 14 or 16 months) and phased ramp-up schedule would your organization recommend for the first ordering period to mitigate delivery risk?

2. Given the mechanical and hydraulic complexity of the Halvorsen loader, what is a realistic timeframe for your organization to acquire, calibrate, and validate specialized overhaul tooling, test fixtures, and load-test pads?

a. Based on your tooling lead times, is delivering the first completed, overhauled loaders within six months of contract award realistic? If not, what schedule do you recommend for the initial production run?

3. The Contractor must manage worldwide parts support for approximately 500 Halvorsen loaders across 170 global sites, achieving an 80% parts fulfillment rate within 14 calendar days and 100% within 30 calendar days.

a. What supply chain, warehousing, or inventory forecasting strategies would you employ to meet these metrics?

b. What do you see as the primary risk factors (e.g., shipping to remote locations, long-lead components) to achieving these timelines, and how would you mitigate them?
