About this file

This document is a Questions and Answers (Q&A) file from an Industry Day for the Halvorsen Aircraft Cargo Loader (ACL) contract held by the Department of the Air Force at Robins Air Force Base. The Q&A reveals key details about an upcoming procurement, including that the Government is preparing for a full and open competition to sustain the Halvorsen 25K Aircraft Cargo Loader. The current incumbent contractor is Leonardo DRS, and the program supports 30,000 annual operating hours across the Halvorsen fleet, with overhauls currently conducted stateside.

The solicitation timeline indicates a 1-2 year planning phase before release, with the Government owning the sustainment Technical Data Package (TDP). The contract will focus on four output-oriented areas: Pipeline/Material Management, Sustaining Engineering, Repair, and Overhaul. Currently, parts are contractor-owned with a longest lead time of approximately 6 months, and shipping is managed by DCMA/SDDC. The Government is conducting market research to identify potential sources with expertise in sustaining these aircraft cargo loaders, with no defined end-of-life for the equipment.

QUESTIONS AND ANSWERS

INDUSTRY DAY

12 FEBRUARY 2025

Q1: How does the Government handle shipping of the asset into/out of the Overhaul facility? Would contractors be responsible for coordinating that shipping?

A1: Currently, the shipping is covered by DCMA/SDDC. CONUS shipments into Overhaul are covered by the unit, while OCONUS shipment are covered under a Government TAC code. The contractor is not responsible for paying for the shipment of assets, but they do coordinate with DCMA which includes processing DD1149s.

Q2: Can the Government provide a current breakdown of the Halvorsen fleet by Location (CONUS/OCONUS)?

A2: Yes, see RFI Attachment 3.

Q3: Can the Government provide the field data?

A3: Yes, see RFI Attachments 2-4.

Q4: Who is the current/incumbent CLS contractor?

A4: Leonardo DRS

Q5: Is there a Technical Data Package (TDP)?

A5: Yes, the Government owns the sustainment TDP for Halvorsen.

Q6: When was the last time this requirement was solicited?

A6: 2021 is when the Aircraft Cargo Loader (ACL) combined Tunner/Halvorsen effort was solicited.

Q7: What will the contract structure look like?

A7: The goal is full and open competition, and the contract structure is being developed based on research and industry feedback.

Q8: Where are the current overhauls taking place?

A8: Currently, the overhauls are being done stateside.

Q9: How does the program office manage 30,000 annual operating hours?

A9: The blue suiters put in an ETI (Estimated Time Indicator) that provides the engine hours into a Government database and that is reviewed monthly. The current requirement is to support 30,000 hours per year for the entire Halvorsen fleet. However, this is under review for the follow-on effort.

Q10: What is the current planned contract award schedule?

A10: We are in the early planning phase, so the solicitation will take 1-2 years to release.

Q11: What is the end of life for Halvorsen?

A11: Currently, there is no end of life.

Q12: Who owns parts support?

A12: Currently, parts are contractor owned, and there will be a ramp-up time in a new effort. The Government has no bench stock, but there are a few items that can be ordered from DLA. Currently, the requirement is for a contractor to manage, facilitate and maintain spares with the corresponding field support. However, this is under review for the follow-on effort.

Q13: What is the longest lead time item?

A13: Approximately 6 months.
