About this opportunity
The Defense Counterintelligence and Security Agency is issuing a Request for Information on Personnel Vetting Fieldwork Services to gather industry feedback on its anticipated acquisition strategy, with responses due by November 4, 2026. This is a pre-solicitation market research vehicle; responses do not commit the government to award and will not be reimbursed. The anticipated solicitation targets a five-year base period with five one-year option periods, with projected award in July 2027.
DCSA intends to award multiple firm-fixed unit-price single-award IDIQs across two functional tracks: up to three Track 1 awards for Initial Vetting (Low, Moderate, and High Tier investigations nationwide), and up to two separate Track 2 awards exclusively for Continuous Vetting, Upgrades of Trust, Reestablishments, and related services. Vendors may propose Track 1 only, Track 2 only, or both; Track 1 winners may expand into Track 2 work under their existing contract. Work will be performed nationwide with a three-month unfunded ramp-up period and three-month phase-in following award.
Workload allocation is performance-based and recalculated semi-annually using a 125-point scale: Price (50 points), Timeliness (25 points), Quality (25 points), and Average Case Age/Capacity (25 points). Key technical requirements include CMMC Level 2 certification, Zero Trust Network Access compliance, FedRAMP Moderate or DoD IL5 authorization for cloud services, and integration with the National Background Investigation Services system. Contractors must maintain TOP SECRET facility clearance; investigative personnel require High Tier/TOP SECRET clearances, and routine-access personnel require Moderate Tier/SECRET minimum. All personnel must complete Performance Accountability Council Background Investigator National Training Standards with minimum 80% passing scores.
Responses limited to 10 pages, 10-point minimum font, directed to Matthew Reed, Cheryl Hall, or Julia Stiglitz with subject line "RFI Feedback: HS0021-27-RFI-Field." Proprietary information should be excluded. Consolidated answers may be posted publicly on sam.gov with identifying information removed.
