About this file
Summary
This is a Draft Acquisition Strategy document from the Defense Counterintelligence and Security Agency (DCSA) for awarding multiple Firm-Fixed Unit-Price (FFUP) single-award indefinite-delivery/indefinite-quantity (IDIQ) contracts for vetting services across two distinct functional tracks. The strategy allows vendors to propose for Track 1 only, Track 2 only, or both tracks. Awards will be made on a best-value tradeoff basis.
Track 1 (Initial Vetting) will result in up to three IDIQ contract awards to vendors capable of providing fieldwork coverage across all vetting tiers—Low, Moderate, and High. Track 2 (Other Vetting Scenarios) encompasses Continuous Vetting, Upgrades, and Reestablishment/Transfer of Trust services and will result in up to two separate IDIQ contracts dedicated to vendors focused exclusively on Track 2 requirements. The up to three successful Track 1 contractors are also eligible to expand into Track 2 work under their existing Track 1 contract, provided they submit acceptable Track 2 technical proposals and compliant pricing schedules. All awardees will receive Task Orders in accordance with an Ordering Guide, with vendors receiving both Track 1 and Track 2 awards fulfilling both functional areas under a single combined contract.

DCSA anticipates awarding multiple Firm-Fixed Unit-Price (FFUP) single-award indefinite-delivery/indefinite-quantity (IDIQ) contracts across two distinct functional tracks. Vendors may propose Track 1, Track 2, or both.
• Track 1: Initial Vetting
The Government intends to award up to three (3) Single-Award IDIQ contracts to vendors capable of providing fieldwork coverage across all vetting tiers (Low, Moderate, and High).

Vendors proposing under Track 1 will also be eligible to propose on Track 2 (Other Vetting Scenarios) requirements.
• Track 2: Other Vetting Scenarios (Continuous Vetting, Upgrades, and Re-establishment/Transfer of Trust) o Track 1 Offeror Eligibility (Up to 3 Vendors): The up to three (3) successful Track 1 contractors will be eligible for the Track 2 portion of the work, contingent upon submission of an acceptable Track 2 technical proposal and compliant pricing schedule.
