About this file
This is a Request for Information (RFI) issued by the Defense Counterintelligence and Security Agency (DCSA) for market research and planning purposes regarding Personnel Vetting (PV) Fieldwork Services. The RFI is not a binding solicitation and does not commit the Government to award a contract. The Government will not reimburse respondents for participation costs. Responses are due by 5:00 PM Eastern on November 4, 2026, limited to 10 pages or less using at least 10-point font, with email subject line "RFI Feedback: HS0021-27-RFI-Field" directed to Matthew Reed, Cheryl Hall, or Julia Stiglitz. Feedback must be submitted in writing only; verbal inquiries will not be accepted. Proprietary or business-sensitive information should not be included in submissions. Individual feedback will not be provided beyond a basic acknowledgment of receipt, though consolidated answers to questions may be posted publicly on sam.gov with company names and identifying information removed.
The RFI seeks industry feedback on DCSA's tentative acquisition approach for PV Fieldwork Services, including identification of risks and benefits, and innovative solutions to the acquisition, technical, and IT approaches. Supporting documents include a draft acquisition strategy, draft Performance Work Statement detailing core operational requirements and scope, draft technical exhibits, draft ordering guide, draft workload framework examples, and a standardized question and answer template. The anticipated period of performance is a five-year base period with five one-year option periods, with nationwide place of performance. The projected award date is July 2027. DCSA reserves the right to make necessary changes to requirements, including adding or deleting products, as the requirement continues to evolve with the transition to the Trusted Workforce 2.0 environment. Non-participation in this RFI does not preclude vendors from competing in future solicitations, and interested parties should monitor sam.gov for future announcements.
