About this file

This is an Ordering Guide for a Defense Counterintelligence and Security Agency (DCSA) Personnel Vetting (PV) Fieldwork Services single-award Indefinite-Delivery Indefinite-Quantity (IDIQ) contract. The guide establishes administrative procedures, task order issuance mechanics, and workload management rules for this firm-fixed unit-price contract operating within a coordinated multi-vendor industrial base structure.

The contract covers Personnel Vetting fieldwork services organized into two tracks: Track 1 encompasses Low, Moderate, and High Tier Investigations (items K001-K003), while Track 2 includes Upgrades of Trust, Reestablishments of Trust, Clearance Verification Issue Resolution, Time-Based Checks, and various individual record checks and personal source interviews (items K004-K039). Workload allocation is determined semi-annually using a performance-based points system weighted across four criteria: base contract price (50 points), timeliness of product delivery (25 points), quality of product ratings (25 points), and average age of pending inventory to estimate contractor capacity (25 points). The resulting rankings convert to workload share percentages ranging from 40/60 splits in two-vendor models to 10/10/10/30/40 distributions in five-vendor models. Task orders are issued annually with incremental funding obligations projected every two to six months through the Defense Working Capital Fund. Unit pricing varies annually across a ten-year period (five base years plus five option years), with annual adjustments on the Task Order anniversary date. Contractors receive a three-month phase-in period during initial contract performance and are subject to semi-annual performance evaluations, quarterly monitoring of standard performance metrics, and unilateral workload reduction by DCSA for unsatisfactory timeliness or quality performance. Pricing is strictly limited to fieldwork-associated costs, with K016 record fees reimbursed as direct pass-through on an actual out-of-pocket basis without markup.

ATTACHMENT 5 – ORDERING GUIDE

Defense Counterintelligence and Security Agency (DCSA)

Personnel Vetting (PV) Fieldwork Services

1.0 GENERAL OVERVIEW AND PURPOSE

This Ordering Guide establishes the administrative framework, ordering mechanics, and operational rules governing task order issuance and workload management under this Indefinite-Delivery Indefinite- Quantity (IDIQ) contract.

Due to the highly complex operational requirements of Personnel Vetting, the criticality of preserving a robust, capable industrial base, and the national security implications of a no-fail mission, DCSA is operating within a single-award IDIQ contracting environment. Under this program framework, each awarded contractor maintains an individual single-award IDIQ contract. Workload volume and task order scope are administered across parallel industrial base contractors using the transparent, performance-based points and workload share model defined herein.

The purpose of this guide is to provide contractors and Government personnel with a clear, predictable, and standardized understanding of how workload and task orders are structured, funded, allocated, and executed over the contract ordering period.

2.0 CONTRACT TYPE AND STRUCTURE

Contract Vehicle: This is a single-award Firm-Fixed Unit-Price (FFUP) Indefinite-Delivery Indefinite- Quantity (IDIQ) contract. It operates within a coordinated multi-vendor industrial base structure wherein parallel single-award IDIQ contracts are maintained to ensure surge capacity, operational resiliency, and continuous mission readiness.

3.0 ROLES AND RESPONSIBILITIES

Ordering Authority: Ordering is centralized. Any warranted Contracting Officer within the Defense Counterintelligence and Security Agency (DCSA) may issue orders against this contract within their delegated warrant authority, provided the task order does not exceed the maximum ordering limitation identified in the base IDIQ.

When the Government anticipates a new product or policy change that impacts the level of effort under a current product, an authorized Contracting Officer will issue a written solicitation (either formal or informal) that includes a description of the updated requirement.

Contracting Officer Responsibilities: It is the responsibility of the Ordering Contracting Officer to:

• Comply with the ordering procedures set forth in Revolutionary Federal Acquisition Regulations (FAR) Overhaul (RFO) 16.507 and Defense FAR Supplement (DFARS) 216.507 (Class Deviation 2026-O0045);

• Ensure full compliance with all applicable statutory and fiscal laws prior to issuing an order under the IDIQ;

• Ensure that all tasks within an anticipated Task Order align with, and remain within the scope of, the base IDIQ contract; and

• Incorporate RFO 52.217-9 (Option to Extend the Term of the Contract) in all Task Orders, where applicable.

4.0 TASK ORDER ADMINISTRATION AND FUNDING

In order to minimize administrative burden, DCSA intends to administer work through continuous task orders issued in one-year increments. Funding and associated quantities will be obligated periodically (projected every two (2) to six (6) months) through incremental obligations funded via the Defense Working Capital Fund (DWCF). This structure is permissible within the single-award environment and supports the continuous fluctuation of customer-agency demand, changing workload mix, and evolving mission priorities without requiring redundant mini-competitions for individual case items.

Technical Exhibit K establishes the unit pricing for each year of the five-year base ordering period and the five one-year option periods. Task Order pricing will be updated annually on the anniversary date of Task Order inception.

Daily case assignments are administered through the Government’s automated personnel vetting case management system under the authority and funding of the active annual Task Order.

4.0 ORDERING PROCEDURES AND RULES

Oral Orders: Oral orders are not authorized under this IDIQ. All task orders and modifications must be issued in writing by an authorized Contracting Officer.

Pricing Data: Data other than certified cost or pricing data may be required per RFO 15.403-1 for future in-scope changes and work items not priced within existing contract line-item numbers (CLINs).

5.0 WORKLOAD DISTRIBUTION

Daily workload distribution will be determined using a dynamic, performance-based points system for each product type.

• Evaluation Framework and Valuation:

o Price (Base contract negotiated price less optional downward adjustment at the Task Order level): 50 points o Timeliness of Product Delivery Ratings: 25 points o Quality of Product Ratings: 25 points o Average Age of Pending Inventory to Estimate Contractor Capacity: 25 points

• Scoring Cycle: The resulting cumulative scores will determine the product type ranking for the next six-month cycle.

• Track 1 Contractors will be ranked at the case type level (Low Tier, Moderate Tier, High Tier).

• Track 2 Contractors will be ranked cumulatively on the entire suite of items. Price will be weighed by volume of items.

6.0 WORKLOAD ALLOCATION AND ASSIGNMENT

Ranking will convert into workload share logic:

• Track 1 Examples:

o 2 Vendor Model: 60%/40% o 3 Vendor Model: 50%/30%/20%

• Track 2 Examples:

o 2 Vendor Model: 60%/40% o 3 Vendor Model: 50%/30%/20% o 4 Vendor Model: 40%/25%/20%/15% o 5 Vendor Model: 40%/30%/10%/10%/10%

• Final workload share will depend on final proposals and capability.

The workload allocation will determine the percentage-based round robin assignment consideration.

Final assignment will be subject to government defined capacity thresholds.

In the event of a tie in cumulative score, the Contracting Officer will apply the following tiebreaker in order: (1) lower price, (2) higher timeliness rating, (3) higher quality rating. Final daily assignments remain subject to government-defined capacity thresholds.

Workload exceeding a contractor's established capacity ceiling or work slated for redistribution due to unsatisfactory performance under PWS Section 6, will cascade to the next-ranked contractor capable of absorbing the volume.

7.0 IMPLEMENTATION

7.1 Initial Period

After the ramp-up period concludes, a Task Order will be issued with a period of performance for the first year during which vendors will be afforded a three-month phase-in period (see PWS 1.20). The available daily workload for each product will be distributed based on resource capacity and price.

7.2 Semi-Annual Evaluations

DCSA will evaluate Contractor performance semi-annually to determine daily workload allocations for each product type. For evaluations, the Government will utilize performance data during each six-month cycle and issue rankings during the next PMR cycle. Separately, the Government will monitor standard performance metrics quarterly, commencing the first full quarter after the ramp-up transition period.

7.3 Contractor Pricing Adjustments

Concurrently, the Contractor shall conduct a semi-annual review of its pricing structure and may propose downward adjustments to the pricing schedule by submitting an updated proposal at least thirty (30) days in advance of the proposed effective date. Subject to the review and written approval of the KO, the lowered pricing will be formally executed via a bilateral task order modification and applied to all subsequent work ordered during the applicable period. All adjustments will be effective on the first day of the next six-month period unless otherwise indicated in the modification.

7.4 Unsatisfactory Performance

DCSA reserves the unilateral right to reduce workload distribution at any time if a contractor's performance falls below acceptable thresholds for timeliness or quality (PWS Section 6) at the individual product level.
