The contractor must provide a project manager, obtain all permits, and complete work within 120 calendar days of a required 10-day mobilization window. Work occurs during regular weekday daylight hours (7:00 AM to 4:00 PM). The existing cooling tower operates at 33,380 lbs and can be taken offline for up to three days maximum.

The contract is firm-fixed-price with one anticipated award. A 20 percent bid bond is required for offers of $35,000 or more; performance and payment bonds apply. Evaluation uses Lowest Priced Technically Acceptable (LPTA), ranking by price and evaluating the lowest-priced offer for technical acceptability before proceeding to higher-priced offers.
