Work shall be performed during regular weekday daylight hours (7:00 AM to 4:00 PM, excluding holidays) at the controlled-access federal facility. Key deliverables include project schedule (15 days after award), safety plan (prior to mobilization), submittals (prior to procurement), removal completion notice (after demolition), steel frame inspection report (post-installation), commissioning report (at project completion), as-built drawings (final acceptance), and warranty documents (prior to final invoice). The contractor shall provide a one-year warranty from final acceptance per FAR 52.246-1. All travel expenses must be identified as line items in the service proposal prior to contract award. Bids will be evaluated on best overall value for the USDA Agricultural Research Service.

General Information

1.0 Scope of Work

The Contractor shall provide all labor, materials, equipment, supervision, permitting, disposal, testing, startup, warranty, and documentation necessary to remove and replace the cooling tower structural steel frame located at the U.S. Horticultural Research Laboratory (USHRL)

The submitted project bid shall be turnkey, and all bids will be evaluated on best-overall value for the USDA Agricultural Research Service.

2.0 Background

A cooling tower removes heat from water used in building or industrial systems through evaporation and recirculating cooled water back into chillers and condensers.

The structural steel frame supporting the cooling tower has deteriorated due to constant exposure to moisture and environmental conditions common to coastal Florida. Replacement of the corroded framing, columns, beams, and connection points is required to restore structural integrity, ensure safe operation, and extend the tower’s service life.

Contractor Requirements

3.0 Technical Requirements / Tasks

1. Pre-Construction Activities

• Conduct site walkthrough with USHRL COR.

• Prepare safety plan meeting OSHA 29 CFR 1910 requirements.

• Submit project schedule, product data, and disposal plan.

2. Removal of Existing Base

• Lockout/tagout affected equipment.

• Support cooling tower systems as needed to allow for safe frame removal.

• Dismantle and remove all deteriorated structural components.

• Dispose of materials in accordance with local, state, and federal regulations.

3. Installation of New Base – Must be ASTM A36 Structural Steel

• Furnish and install new steel framing, columns, beams, and connections.

• Apply corrosion-resistant coatings.

• Verify alignment and load-bearing performance before reattaching tower components.

4. Testing & Commissioning

• Perform structural inspections.

• Conduct operational tests of the cooling tower once reassembled.

• Submit commissioning report and as-built documentation.

Submittals:

Safety Requirements:

1. The Contractor shall be responsible for ensuring that the requirements of Department of Labor, Occupational Safety and Health Administration (OSHA) Standard 29 CFR 1910 will be followed.

2. The Contractor shall inform the USHRL Safety Officer of the following:

a. Any injury incurred by Contractor employee or subcontractor on-site that requires more than basic first aid.

b. Any medical care received for such injury.

Order and Scheduling of Work:

Work sequencing must minimize disruption to facility operations.

Coordinate access, staging, and shutdowns with the COR.

Warranties:

1. The contractor shall provide a 1-year warranty from the date of final acceptance of work per

FAR 52.246-1.

2. All warranties shall be turned over to the USHRL Contracting Officer Representative (COR) prior to final invoicing.

4.0 Government Furnished

Service shall be performed by the Contractor during regular weekday, daylight working hours (excluding holidays) 07:00 am to 4:00 pm. During period of work, Contractor will be given site access and issued a temporary contractors key badge.

Any travel expenses incurred by Contractor must be a line-item in the service proposal prior to contract award.

7.0 Contractor’s Key Personnel

Contractor shall supply a project manager responsible for managing resources, deliverables, staying on schedule, and communicating with USHRL POC’s.

8.0 Security Requirements

The U.S. Horticultural Research laboratory is a controlled-access federal facility with restricted entry.

Contractor shall abide by all security measures. Contractor shall return any key badges assigned to them upon completion of work.

9.0 Data Rights
