About this opportunity
The 90th Contracting Squadron, Department of the Air Force Global Strike Command, seeks sealed bids to replace an underground storage tank at Launch Facility D-02 in Kimball County, Nebraska, with proposals due June 23, 2026, at 11:00 a.m. Mountain Time. This procurement is a 100% Woman-Owned Small Business set-aside, restricting competition to WOSB firms holding current SBA or authorized third-party certification.
Place of performance is Kimball, Nebraska, approximately 78 miles from F.E. Warren Air Force Base, Wyoming. The contractor must remove an existing 14,500-gallon steel UST waterproofed with PCB material, remediate soils contaminated with approximately 100 gallons of diesel fuel, and install a new 4,000-gallon double-wall fiberglass Xerxes tank with spill bucket and Veeder-Root TLS-350 plus monitoring system. The period of performance is 350 calendar days from notice to proceed, which must commence within 10 days of award. Environmental soil sampling and testing must be completed within 35 days of NTP; the new tank must be ordered within one week of NTP and installed within 50 calendar days of delivery.
Distinctive requirements include Nebraska Department of Environmental Quality permits and compliance; licensed Nebraska UST installer/closer personnel throughout performance; Real ID-compliant identification and Entry Authority List submission 31 days prior to site access for all personnel; NIST SP 800-171 compliance with a minimum score of 110 or CMMC Level 2 certification (required to access CUI drawings); and a plan of action if NIST score is below 110. The contractor must maintain day-tank refueling access during construction, conduct soil density testing on 8-inch lifts, and manage asbestos-containing fuel lines and materials.
The estimated contract value ranges from $500,000 to $1,000,000. Liquidated damages are $736.25 per calendar day for delays beyond the 350-day completion deadline. A bid guarantee of 20 percent of bid price or $2 million (whichever is less) is required in SF 24 form; performance and payment bonds are due within 10 days of award. The Government will award on a Lowest Price Technically Acceptable basis, with technical factors and price equally weighted. Technical evaluation addresses understanding Nebraska UST environmental regulations, critical milestone schedules, contamination response contingency planning, and soil density testing requirements. Davis-Bacon Act wages apply under the HEAVY classification. Contractors must be registered in SAM.gov with no active exclusions or termination for cause within the past six months. Three amendments have been issued: Amendment 1 extended the initial May 28 deadline to June 10; Amendment 2 extended it to June 23 and updated the SOW; Amendment 3 extended proposal validity to 90 days and added post-site-visit Q&A Part 2. A mandatory site visit occurred May 28, 2026. Electronic submission only to megan.evans.3@us.af.mil and liezel.mcintyre@us.af.mil.
