Statement of Work Summary: Replace UST at D02
This is a Statement of Work (SOW) for the removal and replacement of an underground storage tank (UST) at Launch Facility D02, located in Kimball County, Nebraska, approximately 78 miles from F.E. Warren Air Force Base in Wyoming. The project (GHLN 25-5143) has a Period of Performance of 350 calendar days and is prepared by the 90 Civil Engineer Squadron Missile Engineering Flight.
Scope and Key Requirements
The contractor must remove a 1960s-era waterproofed UST, remediate approximately 100 gallons of diesel-contaminated soil, and install a new 4,000-gallon fiberglass Xerxes UST with double-wall dry interstitial space, spill bucket, and monitoring components. Environmental testing and sampling must be completed within 35 days of Notice to Proceed, with drilling to 12-16 feet depth to determine contamination extent and quantity. The contractor must order the new UST within one week of NTP and complete installation and access road restoration within 50 calendar days of UST delivery. Critical contractor responsibilities include: obtaining all necessary State of Nebraska permits and certifications; managing asbestos-containing materials (fuel lines and gaskets) and 600 gallons of existing sludge; conducting soil density testing on 8-inch lifts; maintaining licensed State of Nebraska UST installer/closer personnel; and restoring the site to pre-project conditions with all components placed within one-quarter inch of original locations.
Compliance and Administrative Requirements
The work must comply with Federal, State (Nebraska), and Local regulations including EPA standards for hazardous waste, OSHA requirements, and Nebraska Department of Environmental Quality rules. Fill material placement must meet specified gradation and compaction requirements (95-100% modified proctor density depending on location). The contractor is responsible for all hazardous materials coordination, waste disposal documentation, spill response, and environmental compliance including NPDES permits if applicable. Security requirements mandate Real ID-compliant identification for all personnel, Entry Authority List (EAL) submissions 31 days prior to site access, and compliance with OPSEC and CUI safeguarding protocols. Working hours are 7:30 a.m. to 4:00 p.m. excluding weekends and Federal holidays, with mandatory coordination with 90 CES/CEM and the Contracting Officer requiring minimum 10 working days' advance notice. Warranties must be provided for all equipment and systems, guaranteed for not less than 12 months from acceptance.
