About this file

This is a Memorandum for Record containing Second Round Questions and Answers for a Department of the Air Force contract opportunity at the 90th Missile Wing (AFGSC).

The project (GHLN 25-5143, Notice ID: FA461326R0002) involves replacing an underground storage tank (UST) at location D02. Key details include: the existing UST has a capacity of 14,500 gallons and will be replaced with a new 4,000-gallon tank, requiring excavation, disposal, backfill, and imported fill material. The contractor must remove and replace fuel system piping between the new UST and the Launch Support Building in compliance with local, state, and federal regulations, with the contractor responsible for determining materials compatibility with the new Xerxes tank and Veeder-Root 350 plus monitoring system. Wooden bollards currently embedded in soil will be salvaged and reinstalled. The contractor shall assume 100 gallons of stormwater removal from the excavation, with any groundwater seepage requiring consultation with 90CES/CEI and 90CES/CEM and excluded from the proposal. The contractor must assume best-case contamination testing scenarios around the existing UST, as 90CES/CEM has no PCB concentration testing data available. No USAF restrictions or permits are known for crane placement outside the inner fence. Drawing details (Sheets 3 and 4) for the launcher pad area apply only if the contractor disturbs those areas during excavation and re-grading, with the contractor responsible for restoring all disturbed areas. The Contracting Officer is LIEZEL MCINTYRE, Civ, DAF.

MEMORANDUM FOR RECORD

FROM: 90 CONS/PKAB

SUBJECT: Project Number: GHLN 25-5143; Project Title: Replace UST at D02; Notice ID:

FA461326R0002; Attachment #8 – Second Round Questions & Answers

1. The SOW requires removal of the existing UST and installation of a new 4,000-gallon tank.

The SOW also references additional imported fill material due to the volume difference between the existing and proposed tanks. However, we were unable to locate the capacity, dimensions, or manufacturer information for the existing tank. Please provide the size, capacity, dimensions, and any available as-built drawings or specifications for the existing UST so that contractors can accurately estimate excavation, disposal, backfill, and imported fill requirements.

Answer: Existing UST volume is 14,500 gallons.

2. The SOW requires removal and replacement of the existing fuel system piping associated with the underground storage tank. However, we were unable to locate specifications identifying the required pipe material, pipe size, manufacturer, or approved piping system for the replacement fuel lines.

Please confirm the required piping material and system to be installed between the new UST and the Launch Support Building, including any requirements for double-wall piping, fiberglass piping, flexible piping, leak detection, containment sumps, fittings, and manufacturer compatibility with the new Xerxes tank and Veeder-Root monitoring system.

Answer: Use fuel lines as shown on the drawings and in compliance with all local, state, and federal laws and / or regulations. The contractor shall determine materials compatibility.

3. The SOW identifies the existing bollards as wooden bollards to be salvaged and reinstalled following completion of the UST replacement work. Please confirm whether the existing wooden bollards contain any internal steel reinforcement, concrete fill, or other embedded materials that may affect removal, handling, storage, and reinstallation. If available, please provide any details regarding the existing bollard construction and foundation/embedment configuration.

Answer: 90CES/CEM believes the wooden bollards are embedded in soil.

4. The quantity of precipitation, groundwater, or hydrostatic water that may be encountered during excavation is not reasonably predictable based on the information currently provided and could significantly impact testing, handling, transportation, and disposal costs. Please clarify whether precipitation or hydrostatic groundwater that accumulates within the excavation after tank removal and prior to completion of contaminated soil remediation will be considered an additional billable item based on the actual quantity of water requiring removal, testing, treatment, and disposal in accordance with applicable EPA, State, and local regulations.

Answer: Assume 100 gallons of stormwater will need to be removed from the excavation. Any groundwater seepage through the excavation bottom or walls will need consultation with 90CES/CEI through 90CES/CEM and shall be excluded from the proposal.

90CES/CEM does not have groundwater data for testing purposes. The contractor shall assume the best-case scenario for contamination testing around the existing UST. The contractor shall state the best-case scenario for testing in the proposal.

5. Are there any restrictions or permits necessary for a crane outside the inner fence?

Answer: 90CES/CEM does not know of any USAF restrictions or permits needed at this time.

Cranes have been used in this fashion on previous projects.

6. Is the PCB count known? Especially, is it under 50 parts per million?

Answer: 90CES/CEM has not performed any PCB concentration testing and has no testing data to determine PCB concentration.

7. Is there a model number for Veeder Root Automatic Tank Gauge replacement? Any specifications not shown in SOW?

Answer: Reuse the Veeder Root Existing 350 plus.

8. Drawing Sheets 3 and 4 of 9 – Launcher Pad and area Details – These details are referencing the launcher pad and area surrounding the launcher pad. The current scope of work does not discuss this work. Please verify that no work will be occurring in the areas shown on details Sht 3, 4 of 9.

Answer: The details are for if the contractor disturbs the area during excavation and re-grading is needed. It is the contractor’s responsibility to restore all disturbed areas from the project activities.
