About this file

This is a Questions and Answers (Q&A) document dated 1 June 2026 issued by the 90th Missile Wing (AFGSC) Contracting Officer for Project GHLN 25-5143, titled "Replace UST at D02," with Notice ID FA461326R0002.

The project involves the removal of an existing 14,000-gallon underground storage tank (UST) and installation of a replacement tank at location D02. Key technical specifications include: existing tank dimensions of 8 feet diameter, 40 feet long, with 1-inch wall thickness; approximately 137 gallons of sludge requiring removal; maximum excavation depth of 16 feet or to the top of the existing concrete anchor slab; and minimum testing depth of 12 feet. The contractor must provide a Franklin Defender Model 705555211 CI-GKT or OPW "The Edge" model 1SC-3132D spill bucket, or approved equivalent. New fuel lines shall connect into existing fuel penetrations with no new core penetrations required. The contractor is responsible for equipment storage outside the fence within 100 feet of the access road per landowner agreements, obtaining dig permits, providing nuclear soil density testing for compaction verification, and managing equipment with GPS and cameras provided no data is recorded. The contractor shall provide access for day tank refueling during construction and use the existing electrical breaker for the new tank monitor. Temporary lighting is not required if the existing light pole must be removed. Compaction density requirements vary by location and depth per CSI 31 00 00 specifications. The existing fuel lines are to be removed for disposal rather than abandoned in place, and existing underground electrical lines will be removed and replaced following UST installation. Vibration alarms and sensor alarms will be managed by the Air Force and are not expected to interfere with construction operations.
