About this opportunity
The Department of the Air Force Pacific Air Forces (PACAF) is seeking a design-build contract to replace fuel and waste oil storage tanks at eight facilities on Kadena Air Base in Okinawa, Japan. The project requires replacing existing tanks with new Convault tanks or approved equivalents, with specific objectives to mitigate leak and corrosion risks while incorporating sustainable design principles. Contractors must address potential asbestos and lead-based paint abatement, include seismic and antiterrorism protection measures, and comply with UFC 1-200-02 sustainable building requirements. The contract will require comprehensive environmental and safety planning, including submission of an Environmental Protection Plan (EPP) and coordination with the 718th Civil Engineer Squadron. Potential bidders will be evaluated based on their ability to meet technical specifications, environmental compliance, and quality control standards outlined in the project documents.
The pre-solicitation notice indicates no specific set-aside designations for this contract, making it open to all qualified contractors in the Oil and Gas Pipeline and Related Structures Construction (NAICS 237120) category. While specific award value is not disclosed, the project involves replacing tanks at multiple facilities with comprehensive technical requirements including associated piping replacement, environmental remediation, and adherence to both U.S. and Japanese regulatory standards. The project timeline suggests construction activities will commence after EPP approval, with key submission dates including a June 16, 2025 response deadline. Contractors must demonstrate capabilities in handling complex environmental abatement, possessing certifications for asbestos and lead-based paint removal, and implementing sustainable design practices. The contract will require detailed documentation, including design submissions at 35%, 95%, and 100% stages, with rigorous quality assurance and performance monitoring throughout the project duration.
