About this opportunity
The Virginia Air National Guard, under the Department of the Army National Guard, is seeking sources for the replacement of an HVAC system at the Redhorse Facility in Virginia Beach, Virginia. The procurement encompasses replacement of the existing 2-pipe HVAC distribution system, direct digital control system, and related incidental work for a 21,300 square foot facility. Interested contractors must submit a written response not exceeding five typewritten pages that includes a positive statement of intent to bid as prime contractor, a completed Source Sought Information Request Form, and a listing of similar projects completed within the past three years for both government and private sector clients with project details, dollar values, contract numbers, locations, and points of contact. Responses must be submitted via email to SMSgt Desiree Santos at desiree.santos.2@us.af.mil with the subject line "Sources Sought W50S9B-26-B-A002" by the April 15, 2026 deadline.
This procurement is designated as a Total Small Business set-aside, reserved exclusively for small business contractors to promote competition within that sector. The project magnitude is estimated between $1,000,000 and $5,000,000, reflecting the scope of a complete HVAC system replacement for a substantial facility. Responding firms must demonstrate bonding capability of at least $1 million for individual construction projects and must be registered in the System for Award Management (SAM) with the appropriate NAICS code (236220 – Commercial and Institutional Building Construction) and claimed socioeconomic status. The purpose of this sources sought notice is to identify qualified small business contractors and assess whether adequate competition exists within the small business sector; if insufficient small business sources are identified, the project may be re-advertised as unrestricted. Incomplete responses or missing documentation may result in a firm's exclusion from consideration for set-aside determinations.
