About this opportunity
The New York Army National Guard seeks replacement of a rooftop thermal unit (RTU) at Building 34, Stratton Air National Guard Base in Schenectady, New York, with proposals due June 12 at 12:00 PM. This is a 100% small business set-aside solicitation using sealed bid, firm fixed-price procedures.
A mandatory site visit is scheduled for June 8, 2026 at 10:00 AM at Building 25, Stratton ANGB. Quotes must be submitted via email to 109.aw.fal.msc.contracting@us.af.mil. The replacement unit provides air conditioning only. The contractor may select either Johnson Controls or Energy Management Technologies LLC as the controls integration partner and must integrate with the existing Johnson Controls Metasys system. The contractor is responsible for landing controls integration; relays are already in place. A curb adapter will be used on the existing roof curb rather than full curb replacement. No crane permit is required by Airfield Management, but the contractor must notify Civil Engineering of scheduled dates and operational hours and ensure FAA compliance for crane flagging and marking.
Performance begins upon RTU equipment delivery to site and must be completed within 14 calendar days. The contractor shall begin mobilization within 5 calendar days of receiving notice to proceed. The Government will accommodate standard RTU procurement lead times of 8–12 weeks or longer and will coordinate the formal NTP to align with equipment delivery. Prevailing wage rates apply under General Decision Number NY20260002 Modification Number 2, dated May 18, 2026. Payment bonds may be required under FAR 28.102-1(b)(1)(i); offer guarantees are not required. Offers providing less than 60 calendar days for government acceptance will be rejected. Evaluation considers best value, weighing RTU model/specifications meeting SOW requirements and lead time, with the government willing to pay more for shorter lead times. NAICS 238220; PSC N045. Inspection and acceptance occur throughout and upon completion at Stratton ANGB.
