About this file

This is a Questions and Answers document for federal contract W50S8J26QA016 regarding the replacement of a B34 Rooftop Thermal Unit (RTU). The document addresses clarifications raised during a site visit and provides critical guidance on project execution.

Key Contract Parameters and Technical Requirements:

The contractor may select either Johnson Controls or Energy Management Technologies LLC (EMTech) as the controls integration partner, provided all system integration requirements are met. The replacement unit provides air conditioning only—not heating and cooling. The contractor is responsible for landing controls integration with the existing Johnson Controls Metasys system, while relays are already in place. For roof modifications, a curb adapter will be utilized on the existing roof curb rather than full curb replacement. No manufacturer warranty exists on the current roof. No formal crane permit is required by the Airfield Management Office; however, the contractor must notify Civil Engineering of scheduled dates and operational hours and ensure FAA compliance for crane flagging and marking. No structural concerns have been identified with the existing RTU support structure.

Performance Period and Procurement Clarification:

The critical clarification addresses the 14-calendar-day performance period, which begins upon RTU equipment delivery to the site rather than upon Notice to Proceed (NTP). The Government will accommodate standard RTU procurement lead times of 8–12 weeks or longer and will coordinate the formal NTP to align with the equipment delivery schedule, allowing contractor-arranged DDC integration and commissioning activities to proceed within the compressed performance window. Contact information for controls coordination includes Energy Management Technologies LLC (518-783-7810) and Johnson Controls (866-227-2750).

W50S8J26QA016 – Replace B34 RTU

Questions and Answers dated 08 June 2026

The purpose of this Q&A is to answer questions which were raised as a result of the site visit:

Question 1: Who is the contractor working with for the controls side of the system?

Answer 1: The contractor may coordinate and integrate with either Johnson Controls or Energy Management Technologies LLC (EMTech). The selection of the controls partner is at the contractor's discretion, provided all system integration requirements are fully met.

Question 2: Does the unit provide heat and A/C or just A/C?

Answer 2: The unit being replaced only provides A/C.

Question 3: Does a permit need to be pulled for the crane?

Answer 3: No formal permit is required by the Airfield Management Office. However, the contractor is required to notify Civil Engineering (CE) of the scheduled dates and operational hours of the crane for coordination with Airfield Management. The contractor remains responsible for ensuring the crane is flagged and marked in strict accordance with FAA regulations.

Question 4: Could you please clarify whether the contractor is responsible for full Johnson Controls Metasys programming and integration, or only rooftop unit point integration?

Answer 4: Relays are existing for Johnson Controls, landing controls are contractor’s responsibility.

Question 5: Please provide existing Johnson Controls Metasys point-of-contact information, if available.

Answer 5: Energy Management Technologies LLC (EMTech) phone: 518-783-7810 / Johnson Controls phone: 866-227-2750

Question 6: Is the existing roof currently under manufacturer warranty? If yes, has the Government already coordinated with the roofing manufacturer regarding the proposed RTU replacement and associated roof curb/roofing modifications, or will the contractor be responsible for any required notifications, approvals, inspections, or warranty-related coordination necessary to maintain the existing roof warranty?

Answer 6: No, there is no existing manufacturer warranty on the roof.

Question 7: Clarify whether the existing roof curb is intended to remain and utilize a curb adapter, or if full roof curb replacement should be anticipated.

Answer 7: Curb adaptor.

Question 8: Are there any known structural concerns with the existing RTU support structure that may require engineering review or certification?

Answer 8: No, there are no known structural concerns.

Question 9: The SOW requires project completion within 14 calendar days after Notice to Proceed. Current RTU procurement lead times are approximately 8-12 weeks or longer, and contractor-arranged DDC integration and commissioning may require coordination with Johnson Controls or third-party controls providers. Please provide guidance regarding the anticipated equipment procurement period and how these activities will be addressed within the required performance period.

Answer 9: The 14-calendar-day period of performance will begin upon delivery of the RTU equipment to the site. The Government will accommodate the equipment procurement lead time and will coordinate the formal Notice to Proceed (NTP) to align with the equipment's delivery schedule.
