About this opportunity

Naval Facilities Engineering Command is soliciting proposals for design-build replacement and relocation of a fan coil unit in Building 513 at Naval Air Station Oceana, with proposals due August 25 at 2:00 PM EDT. This is a fair opportunity task order limited to five MACC holders: Davcon Inc, Fastbreak General Contractors, McKenzie Construction & Site Development, Succor-PC&C JV, and Within Interior Design Inc. DBA Tazewell Contracting. Award will be based on lowest price.

Place of performance is Virginia Beach, Virginia. The scope includes demolishing the existing horizontal fan coil unit (HFCU-12) from Room 19 and installing an in-kind replacement above Room 20, with associated ductwork, piping, direct digital controls modifications to BACnet standards, ceiling demolition and replacement with LED lighting fixtures in both rooms, fire protection device relocation, and electrical modifications. The contractor serves as both designer and builder, with stamped design documents required in compliance with UFC and UFGS standards. Four submittal phases are required: Schematic Design, Interim Final, and Final. The Designer of Record must deliver a baseline construction schedule using Primavera P6 critical path method, Activity Hazard Analyses for high-risk work, and an Accident Prevention Plan addressing fall protection, confined space entry, and hazardous energy control per EM 385-1-1. Building 513 must remain operational throughout construction; all utility outages require coordination with government approval for after-hours, weekends, or federal holidays.

The estimated project cost ranges from $250,000 to $500,000. NAICS code is 236220, Commercial and Institutional Building Construction; PSC code is Z2EB, Repair Or Alteration Of Maintenance Buildings. Contract completion is required within 540 calendar days from task order award, with liquidated damages of $79.93 per day for delays. Prevailing wage rates per Department of Labor General Decision VA20260167 apply. One-year warranties on all materials and work are required. Proposals must include a cover page, completed Price Schedule Form, acknowledged amendments, SAM.gov Representations and Certifications, and a bid bond equal to at least 20 percent of offer price or $3,000,000, whichever is less. Performance and payment bonds are required within ten calendar days after award. A mandatory site visit was scheduled for April 28 at 9:30 AM EDT. Amendment 0007, effective August 10, released 46 pre-proposal inquiry responses addressing project scope, design responsibilities, contractor coordination, facility access, and controls contractor qualifications.
