About this file

This is a Questions and Answers (Q&A) document for federal contract solicitation N4008526R0146, a request for proposals to replace and relocate a fan coil unit in Building 513 at Naval Air Station Oceana (NASO). The PPI cut-off date was May 5, 2026.

The document addresses 46 pre-proposal inquiries from potential offerors regarding project scope, site conditions, and technical requirements. Key clarifications include: occupants of Rooms 19 and 20 will be relocated by the Government, but furniture and equipment will remain and require contractor protection; no restricted area access is required; a bar chart schedule is acceptable instead of Primavera P6; qualified controls contractors may perform BACnet modifications with PWD Oceana DDC Office approval; no commissioning agent is required; and LED fixture replacements will be one-for-one using existing circuits and controls. The contractor is not required to store furniture or provide a contractor trailer. Specific technical determinations regarding isolation valve functionality, condensate piping routing, and FCU clearance verification are deferred to contractor and Architect/Engineer field investigation during the design period. Ductwork cleaning is limited to downstream work associated with HFCU-12 relocation per the provided drawings. Four submittals are required, including an Interim Final digital-only submittal to ensure accuracy before final hard-copy printing. The Government clarified that no costs are incurred for fire alarm system work through the PWD Oceana Shops Fire Alarm Mechanic, and hazardous materials surveys are not provided, requiring contractors to follow temporary environmental control procedures if suspect materials are encountered.

Functional balance check after installation. 0007

21 05/04/26 Could the government provide a furniture list of what items need to be relocated as part of this RFP? Contractor will not be required to move furniture outside of Rooms 19 & 20. 0007

22 05/04/26

The RFP requires modifying N2 Bus Trunk 1 on NAE-513-1 to BACnet, renaming it “FC-1,” providing BACnet Metasys controllers for HFCU-12 and HFCU-13, reconnecting the N2 daisy chain, and modifying programs, schedules, and graphics. Please confirm whether this work must be performed by Johnson Controls / the existing BAS vendor, or whether any qualified controls contractor may perform the work with PWD Oceana DDC Office approval.

Qualified controls contractor may perform the work with PWD Oceana DDC Office approval.

23 05/04/26

Please confirm the required extent of work at adjacent unit HFCU-13. The RFP states HFCU- 12 and HFCU-13 are to receive BACnet Metasys controllers connected to FC-1. Is HFCU-13 controller replacement/programming/testing required even though the physical fan coil replacement scope is limited to HFCU-12? Yes. Per RFP. 0007

24 05/04/26

Please provide or confirm the existing HFCU-12 manufacturer, model, capacity, coil data, electrical characteristics, airflow, external static pressure, and connection sizes. If unavailable, should the Contractor size the new in-kind FCU from the Room Fan-Coil Air Conditioner Unit Schedule on M-601 and field-verified existing conditions?

See RFP, Part 3, D30 HVAC, HVAC System Requirements. 0007

25 05/04/26 Please confirm required shutdown procedures for HWS, HWR, CWS, and CWR serving HFCU-

12. Are isolation valves available and functional for this branch, or should the Contractor assume a larger system shutdown, drain-down, refill, venting, and after-hours work? For Contractor/DOR to determine during field investigation. 0007

26 05/04/26 The RFP requires new condensate drain piping connecting to existing piping in Room 19.

Please confirm the existing condensate piping location, material, size, slope, and whether condensate piping may be routed from Room 20 back to Room 19 above the ceiling. For Contractor/DOR to determine during field investigation. 0007

27 05/04/26

The RFP states the successful bid must include all costs and fees incurred by the existing NAS Oceana fire protection maintenance contractor for required fire protection outages. Please identify the existing NASO fire protection maintenance contractor and provide contact information so bidders can obtain equal pricing.

The RFP incorrectly referred to costs and fees incurred by the "existing NASO fire protection maintenance contractor. The fire alarm system at NAS Oceana, Building 513 is maintained by the PWD Oceana Shops Fire Alarm Mechanic.

Though there are some rules of engagemant associated with contacting the NASO Fire Alarm Mechanic, there are no costs related to this incurred by the Contractor. 0007

28 05/04/26

Please confirm whether sprinkler work is limited to removal/reinstallation of ceiling-mounted sprinklers in Rooms 19 and 20, plus up to five replacement sprinklers, or whether relocation of sprinkler drops will be required to coordinate with the new ACT ceiling grid, lights, diffusers, and relocated FCU/access areas.

No relocation of sprinkler drops is required. 0007

29 05/04/26 Please confirm whether smoke detectors/fire alarm devices are to be removed, protected, reinstalled, and visually inspected only, or whether functional testing, programming, device replacement, or certification by the existing fire alarm vendor is required.

See RFP, Part 3, D40 FIRE

PROTECTION SYSTEMS, FIRE

PROTECTION SCOPE OF WORK. 0007

30 05/04/26

Please confirm whether LED fixtures are to be one-for-one replacements of existing fixtures using existing lighting circuits and controls, or whether the Contractor must provide a revised lighting layout coordinated with the new ceiling grid, diffusers, sprinkler heads, and access panels.

One-for-one (LED) replacements using existing lighting circuits and controls. 0007

31 05/04/26

Please confirm the limits of ceiling demolition/replacement in Rooms 19 and 20, including whether all ceiling-mounted devices — lights, diffusers, grilles, sprinklers, smoke detectors, fire alarm devices, cameras, speakers, and other devices — are to be removed/reinstalled by the Contractor.

Requirements are covered in the RFP in each discipline section. For anything not covered in a discipline section, the intent is to have the same function with the new ceiling as there was with the existing ceiling. How that is accomplished is determined by the Contractor's means and methods. 0007

32 05/04/26 The RFP requires cleaning ductwork downstream of HFCU-12. Please define the limits of downstream duct cleaning, including whether cleaning is limited to ductwork served by HFCU- 12 within Rooms 19 and 20 or extends beyond those rooms.

See DUCTWORK PLAN AREA E - NEW WORK on M-205, which is part of the

REPLACE HVAC IN AIMD BUILDING

513 drawing set and included in the RFP, Part 6 - ATTACHMENTS. This shows the approximate existing location of HFCU-

12. The new HFCU-12 will be installed somewhere above the ceiling in Room 20, which is the room immediately plan West of Room 19. After installation, HFCU-12 will serve only the two diffusers in Room

19. 0007

33 5/4/2026 Is the general contractor required to hire a commissioning agent for this project? No. 0007

34 04/28/26 4 Part 3 C3030

Can minimal ceiling work be noted on mechanical drawings or do we need to include a separate architectural sheet signed/sealed by an architect? That is acceptable as long as the mechanical sheet does not become over-cluttered with other disciplines. If that happens another sheet will be required. 0007

35 04/28/26 7 Part 3 D40 Under GENERAL SYSTEM REQUIREMENTS, paragraph 3 states: "Installation drawings, shop drawings or working plans, calculations, other required pre-construction documentation and as-built drawings are not required." Please confirm that general notes on Mechanical drawings will suffice to cover minimal FP scope.

That is acceptable as long as the mechanical sheet does not become over-cluttered with other disciplines. If that happens another sheet will be required. 0007

36 04/28/26 8 Part 3 D4040 Second sentence states: "Provide up to 5 sprinklers to replace existing ones that do not function." Since visual inspection is all that's required, how are we to determine if heads don’t function? Visual inspection alone. 0007

37 04/28/26 8 Part 3 D5020 First sentence states: "Demolish existing lighting fixtures to support removal and installation of HVAC equipment demolished and provided in D30 HVAC." Please confirm that we should include replacement of all existing luminaires (19) across the two spaces. Confirmed. 0007

38 04/28/26 Please onfirm we can use pvc piping for condensate as this does not look like a plenum rated space.

The Contractor/DOR must assess the site conditions and make design decisions accordingly. 0007

39 04/28/26 Please confirm a MERV rating higher than MERV-8 is not required for filter grilles.

Do you see that requirement in the RFP? 0007

40 04/28/26 All record drawings indicate the existing ductwork and piping is sized with metric. Please confirm we can use imperial equipment sizes and transition as needed at connection points? Any submittal with metric dimensions will be immediately rejected. 0007

41 05/05/26 Please confirm that a Level 2 QC/SSHO os reuqired of this contract since there are no specifications This is answered in the RFP. 0007

42 05/05/26 Can QC/SSHO/Superintendent be the same individual?

See RFP, Part 2, 01 30 00.05 20

ADMINISTRATIVE REQUIREMENTS, 1.1

Supervision. 0007

43 05/05/26 Will a QC & site specific AP Plan be required to be submitted under this contract? As required. 0007

44 05/05/26

Please further clarify the limitations/expectation of duct cleaning scope. RFP states to clean ductwork downstream of existing HFCU-12. However, exsiting downstream HFCU-12 duct is called to get demoed in support of the new HFCU-12 reloaction. Meanwhile the New HFCU-12 (located in adjacent room) will have a new ducted system which would not require duct cleaning. What are the limits of the duct cleanign scope?

Look at the ductwork drawing for HFCU-12, included in the RFP, and you will know the answer to your question.

45 05/05/26 Please confirm that hydronic TAB is limited to the HFCU-12 balancing valve and does not include the connected air system or pumps.

Hydronic TAB is required to the extent that the performance of the new fan coil unit can be verified. 0007

46 05/05/26 21 of 173

Due to the limited scope of the project, can the number of submittals be reduced from 4, down to 3, eliminating the Interim Final Design? If you understood the purpose of the Interim

Final Submittal you would not have asked this question. The Interim Final Submittal is not an extra submittal, but a digital-only Final Submittal. Its purpose is to get everything right while everything is still digital to avoid unnecessarily printing hard copies of a Final Submittal that needs to be amended and then printed again. 0007
