About this opportunity

The Department of the Army National Guard seeks replacement of an air conditioning system at Building 3417, Joint Base Pearl Harbor-Hickam, Hawaii, with proposals due July 30, 2026 at 3:30 PM Hawaii Standard Time. The procurement is a 100% small business set-aside, specifically for women-owned small businesses (WOSB) or economically disadvantaged women-owned small businesses (EDWOSB), restricting competition to those categories.

Place of performance is the first floor of Building 3417 within existing mechanical rooms at JBPHH-HI. The work entails removal of two existing Air Handler Units (one 43.75 nominal ton and one 50 nominal ton) and supply and installation of two new AHUs with identical specifications. The contractor must ensure proper connection to the existing HVAC duct system and integrate with the existing Trane SC+ digital control system without exceeding electrical panel capacity. The contractor shall provide temporary cooling during each AHU replacement and must be a Hawaii-licensed HVAC contractor.

The anticipated period of performance is 365 days from Notice to Proceed to account for equipment lead times. All contractor personnel must complete Antiterrorism Awareness Level I and OPSEC training and obtain base passes and background checks. The contract will be Firm Fixed Price and governed by Davis-Bacon Act prevailing wage rates (HI20260001 Mod #03, effective May 27, 2026) and Service Contract Act wage rates (2015-5689 Rev #28, effective May 13, 2026). The contractor bears responsibility for obtaining temporary utilities; water is available at $3.31 per kilogram-gallon and electricity at $392.53 per megawatt-hour, while sewer must be contractor-provided. Amendment No. 0001, posted July 27, 2026, attached a Questions and Answers document; the proposal deadline was not extended. The NAICS code is 238220, Plumbing, Heating, and Air-Conditioning Contractors; PSC is 4120, Air Conditioning Equipment.
