3. UFGS Div 01 – General Requirements, 01 45 35 Special Inspections have been reference. Please advise what special inspection is required for this solicitation.

ANSWER: Based on the Statement of Work (SOW), drawings, and solicitation requirements for this chilled water system, UFGS 01 45 35 (Special Inspections) is referenced to ensure structural, mechanical, and safety compliance. Because Building 3417 uses a Chilled Water system and contains heavy indoor equipment, the required inspections focus on structural anchorage, piping pressure integrity, gravity drainage, and digital control integration.

The mandatory special inspections and testing protocols required for this solicitation include:

1. Structural Anchorage & Seismic Inspections (UFC 1-200-01)

Because these are heavy, modular, indoor units located in first-floor mechanical rooms, structural inspections are critical to safety:

· Anchorage Inspection: Inspection of the frame mounting bolts, concrete housekeeping pads, vibration isolators, and seismic restraints is required to ensure compliance with wind/seismic criteria under UFC 1-200-01.

2. Hydronic Piping Hydrostatic Integrity Inspections (UFGS 23 05 15)

Unlike DX systems that use nitrogen leak checks, chilled water systems require liquid pressure testing:

· Hydrostatic Pressure Test: The newly connected copper chilled water supply and return piping must be filled, pressurized to 1.5 times the system's working pressure, and held for a specified duration (typically 2 to 4 hours) to verify leak-free connections before insulation is applied.

· Coil Air Purging: Verification that all air has been fully vented and purged from the hydronic coils through the manual air vents.

3. Gravity Drainage Slope & Flow Inspections (UFGS 23 30 00)

· Slope Verification: Inspection of the gravity condensate drain piping to ensure a continuous downward slope of at least 1/4" per foot toward the mechanical room floor sinks.

· Flow Test: Conducting a water flow/flood test by pouring water into the primary condensate drain pan to verify that the gravity lines drain rapidly and are entirely leak-free.

4. Electrical Load & Fan Rotation Inspections

· Panel Capacity Limits: Inspection of the connection joints to verify that AHU-1 does not exceed the capacity of Panel 4B and AHU-2 does not exceed Panel 4A2.

· Rotation Check: A physical inspection verifying correct fan motor rotation direction during the initial bump-start.

5. Control Loop & System Commissioning (UFGS 23 09 00)

· DDC System Integration: Verifying that the new control components communicate seamlessly with the existing Trane Tracer SC+ DDC system.

· Sequence of Operations (SOO) Diagnostic: The contractor must perform and record the sequence of operations (for the AHUs only) and submit a detailed report diagnosing the overall system status, identifying other chiller yard components that require upgrading, and providing a Rough Order of Magnitude (ROM) cost estimate.

4. Please confirm if Testing, Adjusting & Balancing of the new AHUs is required after completion of installation ANSWER: Yes, Testing, Adjusting, and Balancing (TAB) of the new AHUs is required after completion of the installation.

Based on the provided project documents, the requirements and specific guidelines for TAB are detailed below:

1. Extent of Post-Installation TAB (Post-TAB)

· You are not required to post-TAB the entire building's HVAC system.

· You are only required to post-TAB the new Air Handler Units (AHUs).

2. Pre-Installation TAB (Pre-TAB) Requirement

· A Pre-TAB is also required prior to starting the physical swap-out. This is necessary to establish an accurate operating baseline of the existing system's airflow (CFM) and water flow (GPM) parameters.

3. SOW Design Parameters for the TAB

The post-TAB must adjust and balance the new units to match the design specifications detailed in the mechanical schedule of the SOW:

· AHU-1 (50-Ton Unit): Must be balanced to deliver 19,000 CFM Supply Air (SA) and 8,120 CFM Outside Air (OA).

· AHU-2 (43.75-Ton Unit): Must be balanced to deliver 14,200 CFM Supply Air (SA) and 14,200 CFM Outside Air (OA).

4. Applicable Standards

All balancing work must conform to:

· Certified TAB technicians must perform the work and submit the final certified TAB report as part of the Closeout Deliverables (under ANGETL 09-11 Project Closeout Process).

5. Please confirm if Pre-TAB of existing condition or AHU will be TAB per As-Built design flows only.

ANSWER: Yes. The Pre-TAB of the existing conditions is necessary to measure and record the baseline performance of the current system. This helps identify pre-existing system issues (such as the closed outside air duct actuator on AHU-1 mentioned in the Q&A) and determines the actual air and water flows the current ductwork and chilled water loops are handling before demolition.

If the Pre-TAB reveals that the existing ductwork is so choked or the water flows are so low that the new AHUs cannot physically meet the design flows of 19,000 CFM and 14,200 CFM, you can raise this immediately with the Contracting Officer. This allows you to request a request a modification/change order for duct or pump repairs early in the project, rather than fighting over a failed final inspection at the end.

6. Please consider increasing the project performance period of 365 calendar days as the AHUs currently has long lead times including ocean freight to the island.

ANSWER: While the baseline performance period remains 365 calendar days, the Government acknowledges the potential for long equipment lead times and ocean shipping logistics to Hawaii. The Government will consider increasing the Period of Performance (POP) if needed, provided the Contractor acts diligently by submitting all material submittals within the designated timelines and can provide documented manufacturer build-sheets and shipping schedules showing delays beyond their control.

7. Please clarify administrative requirement of Contractor to obtain a temporary construction waiver for the duration of the project. What waiver does the Contractor need to apply and to who. Please provide necessary forms/ template for reference.

ANSWER: Please disregard this requirement. A temporary construction waiver is not required for this project.

8. Can temporary cooling be omitted if the AHU’s are replaced over a weekend? Shut off Friday afternoon and turned on early Monday morning.

ANSWER: No, the temporary cooling requirement cannot be omitted.

Even if the installation is planned over a weekend, temporary cooling must be provided. The reasons and SOW constraints are detailed below:

1. Constant Mission Cooling Requirements

As specified in the SOW, Building 3417 houses active, critical missions that require constant (24/7) cooling. Shutting down the cooling system entirely from Friday afternoon to Monday morning (approximately 60+ hours) would cause severe temperature and humidity spikes, jeopardizing sensitive equipment and mission operations (Med Group).

2. Strict Outage Limits

The Question-Answer document explicitly establishes the maximum allowable outage parameters:

· The preferred outage window is during the weekend, but the absolute maximum duration for an uncooled outage is four (4) hours.

· A full weekend shutdown exceeds this operational threshold.

4. AHU Swap Timeline Risks

As noted in the Government's clarification correspondence (W50SLF25RA005 Clarifications), the physical swap-out of these units is a complex mechanical process:

· AHU-1 weighs ~6,000 lbs and AHU-2 weighs ~4,000 lbs.

· They are located indoors and must be completely dismantled, removed through existing doors, reassembled, re-piped (with hydrostatic pressure testing), wired, and balanced.

· The Government has noted that a complete AHU swap is unlikely to occur over a single weekend. If there are any delays in the installation, the building would remain completely uncooled on Monday morning without a temporary cooling system in place.

Therefore, the Contractor must provide, install, and operate a temporary cooling system for the portion of the building affected during the entire duration of each AHU replacement, as detailed in the SOW.

9. If air conditioning is required on the weekend, could portable air conditioners be provided only to the critical areas requiring temp ac? Please provide room names/locations of critical areas requiring temp ac.

ANSWER: No, portable air conditioners cannot be used to cool only selected rooms or "critical areas." The Contractor must provide temporary cooling that serves the entire affected zone for each AHU being replaced.

10. Please confirm replacement of return fans and sound attenuators are not in the scope of work.

ANSWER: Confirmed

11. Can existing chilled water shut off valves be reused?

ANSWER: No, the existing chilled water shut-off valves shall not be reused. The Contractor shall install new valves.

· Installation Workaround: If isolating the main chilled water line to remove the old valves is not feasible or presents severe outage constraints, the existing valves may remain in place. The Contractor can install the new shut-off valves closer to the AHUs on the supply and return lines. After the installation, the old, existing valves must be locked/secured in the fully open position, and the new valves will serve as the active system isolation and actuation points.

12. Please confirm existing duct smoke detector can be reused.

ANSWER: Confirmed

13. Can the existing strainer, thermometer, pressure gauges, and control valves serving the AHUs be reused? Or is the intent to replace with new.

ANSWER: Replace with new.

14. Are progress payments allowed on this contract.

ANSWER: No. Quantity and Unit of Issue designated as “1 Lot”, it is the intent to pay one time after completion of performance. The quantity used is 1, then the contract only allows for 1 payment, 1 time, for that 1 delivery when performance is completed.
