A. Contractor shall furnish all labor, equipment, appliances, labor, supervision and materials and perform all operations necessary in connection with Repair/Sustain the NDI Lab, Fac 5406, at Davis-Monthan AFB, AZ in accordance with the attached project specifications.
B. This procurement is a set-aside, 100% for a Service Disabled Vetern Owned Small Business. Offerors who have self-certified as SDVOSB, but not submitted required documents to the SBA's SDVOSM Program Repository shall comply with FAR 19.1403 and submit required documents with their proposal. Proposals submitted without all required documents may not be considered for award.
C. One Award based on lowest total contract price will be issued.
D. NAICS: 236220, Size Standard: $36,500,000.00
E. IAW FAR 36.204; the project magnitude is between $1,000,000 and $5,000,000.
F. Contract Performance shall not exceed 211 calendar days.
G. An organized site visit has been scheduled for 8 November 2018 at 9:00 AM Arizona Local time. Please arrive at the 355th Contracting Squadron at 8:30 AM Arizona Local time. See Site Visit Provision 52.236-27 for more information. a. Participants wanting to attend this site visit shall RSVP no later than 1 November 2018 at 3:00 PM Arizona Local Time to 355CONS.PKA.ConstructionFlight@us.af.mil and roxanna.romero@us.af.mil.
H. Request for Information (RFIs) shall be submitted no later than 16 November 2018 at 3:00 PM Arizona Local Time to 355CONS.PKA.ConstructionFlight@us.af.mil and roxana.romero@us.af.mil.
I. The bid amount shall be entered as a lump sum amount in Section B of the solicitation
J. A completed AF Form 3052 shall be included in the bid package.

Department of the Air Force, Air Combat Command, 355th Contracting Squadron, will solicit for a Firm Fixed Price contract at Davis-Monthan (DM) Air Force Base (AFB), Tucson, Arizona (AZ). The applicable North American Industry Classification System (NAICS) code is 236220 (Commercial and Institutional Building Construction) with a small business size standard of $36,500,000.00. The work to be performed consists of Repair (Sustain) NDI Lab, Fac 5406. The following descriptions are for general reference only, and shall not be construed as a complete list of all operations to be performed.
- The work includes: furnish the personnel, services, and materials required for the Repair (Sustain) of the NDI Lab, Fac 5406 at Davis-Monthan AFB.
- All work shall comply with the current Base Design Compatibility Guidelines (DCG), and supervision necessary to complete the following project at DMAFB, AZ in accordance with (IAW) the project specifications:

IAW FAR 36.204; the project magnitude is between $1,000,000 and $5,000,000.
AT A MINIMUM, THE FOLLOWING INFORMATION WILL BE REQUIRED:
THIS PROCUREMENT IS A COMPETITIVE SERVICE DISABLED VETERAN OWNED SMALL BUSINESS (SDVOSB) SET-ASIDE.
For this contract, a contractor shall receive an award based on Sections L & M in the solicitation. The successful contractor shall be selected based on the lowest proposed price and upon determination by the Contracting Officer that the prospective contractor is responsible IAW FAR 9.1. Evaluation factors will be set forth in Sections L & M of the solicitation. An initial Pre-Performance conference will be held at DMAFB, Tucson, AZ.
The performance period for this project is 211 calendar days. Interested Service Disabled Veteran Owned Small Business firms will be required to show evidence of bonding capability to the maximum magnitude of the project as outlined in the solicitation.
The solicitation is expected to be issued on or around 5 October 2018. The closing date and time for submission of offers will be contained in the solicitation package. The entire solicitation will be available in electronic format, at no cost, from the Federal Business Opportunities Web Site at www.fbo.gov.; no paper copies will be issued. Potential offers are responsible for monitoring this site for the release of the solicitation package. To be eligible for contract award, offerors must be registered and marked active in the System for Award Management (SAM). Register via the SAM Web site at www.sam.gov.
