1. The drawings were reproduced and provided on fbo.gov in a 8 ½” x 11” .pdf format and are not expandable or scalable without loss of clarity or dimensions. Will the USAF re-issue these drawings in a scalable actual size .pdf format?
- Answer: Uploaded in size 24" x 36".
2. Standard Form 1442, Block 13-D indicates that the offer submitted to the USAF for this project must remain valid for 248 calendar days. This is nearly impossible in today’s volatile construction material market. Our suppliers of steel for instance will not hold their prices for more than a few weeks. Will the USAF confirm that they are requiring these quotes to remain valid for 248 calendar days?
- Answer: Yes per the solicitation we are requesting a bid expiration date no earlier than 30 Jun 2019.
3. Sheet A-201, Elevation 2 depicts a new pair of lead-lined sliding metal doors unit with frame.
We find no physicist’s report or specification for this door to determine the thickness of the lead lining and the other salient characteristics and requirements for this door/frame system. Will the USAF provide a specification for this lead shielded door & frame system?
- Answer: Per the door schedule found on sheet A-601 the specifications to follow is found within the specification package specifically Section 13 49 10.
4. Telecommunications Details, page T-501, general note #5 and keynote #3 and the communications rack elevation depict existing Telecommunications Patch Panels and Four Post Rack. We need to determine if the patch panel is unloaded or loaded. Drawings do not call for a 4-post rack to be installed, so we need to know if it will be utilized. We need to determine if the existing fiber will need to be spliced to reach the proposed location. This will impact the material and labor needed to bid this project.
Question #1: What type of 48-port patch panels and 4-post rack will be provided by the customer (manufacturer name and part number)?
- Answer: Reuse the existing as per plan.
Question #2: Where will the 4-post rack be utilized?
- Answer: At the location of the relocated cabinet.
Question #3: Will the existing fiber be long enough to relocate to the proposed communication box location?
- Answer: Yes the fiber is long enough.
5. RFP, Standard Form 1442, Block 11 indicates that the Period of Performance for this project will be 211 calendar days from issuance of a Notice to Proceed. There is concern regarding the lead time for procurement of certain equipment after submittals have been approved by the USAF.
Will the USAF issue two NTP’s, one for start of the submittal process phase, and possibly one subsequent NTP issued @60 days later for the start of the construction phase?
- Answer: No there will only be one NTP issued.
6. Will the USAF allow the Site Superintendent for this project to also serve in the combined roles of Site Safety Health Officer (SSHO) and as Contractor Quality Control (CQC), or will the USAF require a separate individual to serve on a daily basis for either of those two roles?
- Answer: No, the superintendent may not cover all three roles.
7. Specification Section 13 49 10, Part 2.5.2 states that a sign shall be provided stating that
“surfaces of this room have been insulated with sheet lead of following thickness to a height of 7’ above floor slab”. The lead lined door on Sheet A-201 is 10’-0” height with the wall extending above the 10’ door opening. Will the USAF clarify this apparent inconsistency and provide the actual ceiling height for Room 101?
- Answer: As-built drawings show a 12’ ceiling height for that room.
8. RFP, Page 3 of 46, Section “A” – J instructs the bidder that a completed AF Form 3052
(Construction Cost Estimate Breakdown) must be submitted with this bid. The AF Form 3052 that was provided with this solicitation has (20) Divisions near the top of the form all designated as “Renovation” and (7) more of the same Division numbered lines as above, near the lower part of the form designated as “New Construction”. Since this project takes place at an existing facility, with existing site improvements, and an existing structure, how will the Contractor know what is considered “Renovation” and what is considered “New Construction”? Will the USAF confirm that an AF Form 3052 must be submitted with this offer and if so, provide clear instructions as to how the “Renovation” costs are to be differentiated from the “New Construction” costs?
- Answer: Yes the AF Form 3052 is a requirement. The work is classified as per the drawings and solicitation document. The only work classification within this project is repair.
9. Some of the details on sheets C-501 (5 of 66), C-502 (6 of 66), and C-503 (7 of 66) are not legible and some appear to be obsolete. Please verify that the following are acceptable:

10. Plan Sheet CD-101 (3 of 66): Does the base want the asphalt and/or concrete delivered to a certain are for future reuse?
- Answer: Dispose of all debris off base per local, state, and federal laws.
11. Plan Sheet C-102 (4 of 66): What is the size and material of the existing water line?
- Answer: Size is shown per plan on sheet C-502. Material unknown until potholed.
12. Will the government issue a change order for the cost of replacing the water valve if it is found to be in poor condition?
- Answer: No it is in the plans to be replaced.
13. Are any accessible parking spaces required?
- Answer: No.
14. Plan Sheet C-501 (5 of 66): On Detail 6 what type of epoxy does the government want the contractor to use to embed the dowels into the existing concrete?
- Answer: The epoxy type shall follow the most stringent requirements of either the UFC 3-270-01, Project Specifications, or other applicable code.
15. Plan Sheet C-503 (7 of 66): On Detail 5, is it the government’s intention to use this section adjacent to the driveway entrance shown on C-102? If so, please provide size, type, and spacing of reinforcing.
- Answer: #4 rebar 12” on center.
16. Plan Sheet A-001 (9 of 66): General Note 8: Please provide a number and type of fire extinguishers for estimating purposes.
- Answer: The number will be per plan as shown on FP-101.
17. Plan Sheet A-001 (9 of 66): General Note 15: Does the Government want the site treated for termites as part of this project?
- Answer: Follow the plans and specification requirements.
18. Plan Sheet AD-101 (10 of 66): Will room 108 be cleared of all desks and work tables prior to construction starting?
- Answer: All items that can be moved will be moved. Larger equipment items, that cannot be moved, will remain and will require to be protected.
19. Plan Sheet MD101 (23 of 66): Please confirm that keyed notes 1 and 2 are no longer necessary.
- Answer: Keyed Notes 1 and 2 are still applicable to all associated piping and accessories. Only the chiller itself has been removed from these requirements.
20. Plan Sheet M-101 (24 of 66): Please revise this sheet to remove the work that is no longer necessary.
- Answer: As stated in the revised memorandum only the chiller (CH-1) and its associated equipment pad (Keyed Note 7) has been removed. All other work is still applicable.
21. Specifications 32 11 24: Due to the small quantity of aggregate base required on this project, will the government accept commercially available materials graded to PAG/City of Tucson standards? Will the government waive the sampling requirements of paragraph 3.6.1 and the testing requirements of 3.6.2?
- Answer: The plans and specifications shall be followed.
22. Specifications 32 12 17: Due to the small quantity of asphalt required on this project, will the government accept ½” PAG/City of Tucson mix readily available from a commercial plant? Will the government waive the commercial laboratory requirements of paragraph 2.4.3, the sampling requirements of 3.5.1, and testing of 3.5.2?
23. Specifications 03 30 53: What is the desired air content for the exterior concrete? Due to the small quantity of concrete required on this project, will the government waive the testing requirements of paragraph 3.9?
24. Will building be vacant or occupied during construction? HAZMAT abatement will require all occupants to leave the facility for safety purposes.
- Answer: It is the intention that the facility be vacant during the renovation.
25. Will Silt Fence be required? – it’s not indicated on drawings
- Answer: Open ditches will require safety precautions.
26. Will Temp fencing w/screening be required? – Not indicated on drawings
- Answer: Yes per the Specification Section 01010 paragraph 2.9.
27. Page A-401 elevation detail 3 shows CT-3 as wall base (same as floor mosaics). Room Finish Schedule A-602 indicates the latrines get CT-2 for base, which is the same as wall tile 4-1/2 x 4- 1/2. Please verify what product will be used
- Answer: The CT-3 will be used as shown on detail 3 on sheet A-401.
28. The existing Trane Chiller looks to be new – is there a need to replace it per the drawings?
- Answer: No, per the revised memorandum the chiller itself will not need to be replaced. However the attaching pipes and electrical will be replaced.
29. Since the RFIs probably won’t be turned around back to the contractors until after Thanksgiving, can the bid date be extended out 1 week?
- Answer: Bid due date will not be extended, per the solicitation bids are due 27 Nov
18 at 2:00PM Arizona Local Time.
30. Will the Government be providing a copy of the site visit sign in sheet?
- Answer: Site visit sign in sheet is attached.
31. . Does the Government currently have funding for this project?
- Answer: Per the solicitation “FUNDS ARE NOT PRESENTLY AVAILABLE FOR THIS
PROJECT. NO AWARD WILL BE MADE UNDER THIS SOLICITATION UNTIL FUNDS ARE
MADE AVAILABLE.”
32. When does the Government anticipate issuing the notice to proceed for construction?
- Answer: To be determined based on contract award.
33. Will the Government be issuing badges to the prime contractor that have escorting capabilities?
- Answer: Yes up to two people from the prime contractor will receive escort privileges upon request.
34. Are all the item on the AF Form 66 applicable to this project?
- Answer: Yes.
35. Shall the AF Form 3052 be submitted as an Excel or PDF format?
- Answer: AF Form 3052 to be submitted in Excel format.
36. Will there be a requirement for salvageable material? If so, what material is required to be salvaged?
- Answer: The government has first right to salvage. Assume that there is no salvage in the project unless otherwise noted.
37. Are traffic barricades a requirement for this project?
- Answer: Yes per Specification Section 01010 paragraph 2.1.
38. Is there a requirement for perimeter construction fencing?
- Answer: Yes per Specification Section 01010 paragraph 2.9.
39. What is the Government’s requirement for the period of performance?
- Answer: The period of performance is set at 211 calendar days to complete the entire contract, to include close-out.
40. Is the close out documentation required to be accomplished with in the period of performance?
41. Are As-Builts going to be required as part of the close out documentation? If so, will the
Government be providing the current design in a AutoCAD (dwg) format?
- Answer: Yes as-built drawings are a requirement per the AF Form 66. Yes the drawings will be given in .dwg for that purpose.
42. Spec. Section 26 51 1.6.1 States to provide a 5 year on site replacement warranty for Material, Finish and Workmanship. This above the normal warranty and will be at an increased cost. Will this warranty be required?
43. Please confirm that per DM DCG a Monaco FA/MNS panel will be required for this project.
44. The plans show the fire sprinkler piping penetrating the room 101 walls. These walls are lead lined.
a. Is there any special requirement to re-seal the wall at the penetration?
- Answer: Yes per sheet FP-102.
b. Is there any special procedure to drill the wall?
- Answer: Means and methods are up to the contractor and it is the contractor’s responsibility to protect their workers.
c. Would the waste of the drilling process be considered hazardous?
- Answer: The waste would need to be disposed of as per local, state, and federal laws.
45. The existing chiller appears to be rather new, is it the Government intent to replace the existing chiller?
replaced. However the attaching pipes and electrical will be replaced.
46. It appears the existing chiller has pumps inside of the chiller, are we to install new pumps if the existing chiller remains?
- Answer: No, these pumps are new as well and should not be touched.
47. If the existing chiller is to be demolished does this include the existing chiller pad?
replaced therefore the pad does not need to be replaced as well. However the attaching pipes and electrical will be replaced.
48. Will the back and side splashes on the plastic laminate counter-tops be integral, or loose field applied splashes?
- Answer: Yes the plastic laminate counter-top and back/side splashes will be integral.
49. Detail 7/A-503 Is for Breakroom 107, yet 1/A-101 calls out the Breakroom as Room 106. Please advise as to the correct room number.
- Answer: A-101 is correct the new break room is room 106
50. Detail 7/A-503 is calling for an integral toe kick on the Breakroom cabinet that matches the cabinet exposed surfaces. Is this for all of the Breakroom cabinets, or only the sink cabinet?
(Detail 5/A-503 does not indicate an operable finished toe kick on the Breakroom cabinets)
- Answer: Detail 5 on the same sheet shows a 3” overhang as a toe kick for the other cabinets.
51. Will the back and side splashes on the solid surface counter-top in the Breakroom be integral or lose field applied?
- Answer: There is no solid surface counter top in the breakroom.
52. Detail 5 & 7/A-503 call out 34" to the top of the new solid surface counter-top in a Breakroom where that dimension is normally 36". Is the 34" dimension correct?
- Answer: Yes it is correct.
53. Are there any Anti-Terrorism Force Protection requirements other than the (2) swing gates?
- Answer: Only what is shown in the plans and specifications.
54. Sheet 24 / M-101 / Note 8 – Please clarify the location of this item.
- Answer: This is located with ACCU-1.
