About this opportunity
The Naval Facilities Engineering Command is seeking contractors to repair three significantly deteriorated steel columns in Bays 11, 12, and 33 of Building 354 at Dam Neck Annex in Virginia Beach, Virginia. Building 354, constructed in 1989 as a boat storage and repair facility, currently has restricted access for overhead bridge cranes due to column deterioration where the steel meets the existing floor slab near Grids A-12, A-13, and D-13. The scope requires contractors to design and implement repairs that will restore the columns' ability to adequately support the overhead bridge cranes and their rated capacity, including 20-ton and 5-ton hoists, while maintaining structural integrity and safety. The contract will be awarded on a lowest-price basis to qualified offerors who submit comprehensive proposal packages including price schedules, bid bonds, and various certifications. The proposal submission deadline has been extended to August 22, 2025 at 2:00 PM EDT, with all work to be completed within 456 calendar days from task order award.
This procurement is designated as a Competitive 8(a) set-aside opportunity, restricted exclusively to contractors holding positions in MACC Group ID: ML-C00075, which includes companies such as Argus CJW JV 3, Baron-Rand JV, and ERS-CYE JV II. The contract value is estimated to range between $250,000 and $500,000 for this design-build project. A mandatory site visit was conducted on July 18, 2025, and contractors have been provided with a designated laydown area measuring 27 feet by 36 feet near the building. The work will be performed at Naval Air Station Oceana's Dam Neck Annex in Virginia Beach, Virginia, with specific requirements for base access procedures and security clearances. The project focuses on selectively demolishing portions of the concrete floor to access and repair the three deteriorated columns, with repairs potentially extending up to 6 inches below the floor level or deeper as needed based on structural assessment.
Notice text
Building 354 was constructed in 1989 as a boat storage facility. The building is currently used to store and repair boats. Existing overhead bridge cranes run the length of the building and are currently in use as needed. Existing steel columns are in place at each bay supporting existing crane girders. Existing crane girder columns near Grids A-12, A-13, and D-13 are significantly deteriorated where these columns meet the existing floor slab. Overhead bridge cranes have been restricted from the areas in the vicinity of these (3) columns due to their noted deterioration. The scope of work for this project is to repair these (3) existing columns at the deteriorated portions near their bases such that these columns can adequately support the overhead bridge cranes. Repairs must be designed as indicated herein, allowing bridge crane access restrictions to be lifted.
ONLY CONTRACTORS IN MACC GROUP ID: ML-C00075 CAN BID ON THIS PROJECT.
