About this file

This document is a set of Pre-Proposal Information (PPI) Responses related to Solicitation N4008525R0042 for repairing steel columns in Building 354 at Dam Neck Annex. The PPI responses address five specific contractor questions submitted on 07/28/25, covering topics such as available workspace, as-built drawings, laydown areas, and surface preparation requirements. Key government responses indicate that no internal building location is available for contractor use, no as-built drawings exist for structural columns, a laydown area is provided in a separate attachment, and the Design of Record (DOR) must determine appropriate surface preparation methods - specifically recommending abrasive blast cleaning due to significant rust present on the columns.

Page Section Para. Dwg #

1 07/28/25 Is there a location in the building that can be used by the contractor instead of a installing a temporary trailer during construction?

Due to operations occurring within the building, there is no location that the contractor can use within the building.

2 07/28/25 Are any as-builts available of the existing structural columns being repaired?

There are no as-built drawings for existing structural steel columns to be repaired. Attachment 01 in Part 6 of the RFP includes original building contract drawings.

3 07/28/25 If a contractor trailer is required during construction, could the government show the approved location and lay down area?

A plan showing laydown area is provided in attachment "1747654 Addendum_0001." A contractor trailer is not required for this contract, but the contractor may provide one at their discretion within the laydown area.

4 07/28/25 There are no painting specs so I can recommend a 3 coat system.I reviewed

ATTACHMENT 05 OC-DN-FN-SOP-WA-1 SURFACE PREPARATION AND PAINTING

SOP but there is not much specific project info. Please advise

The DOR must design the surface preparation and painting that will ensure a design life as indicated in the RFP.

5 07/28/25 There are no specific surface prep specs that I could see so I will price powertooling to a

SP-3 (removal of all loose and flaking paint). Due to water collection requirements, it seems best to stay away from water in the surface prep.Is this method acceptable?

It is the responsibility of the DOR to design the surface preparation and coating. Since significant rust is present, SP- 3 will not be sufficient. Recommend abrasive blast cleaning, but other methods that adequately address surfaces with significant rust may be acceptable.
