About this file

This document is a Potential Price Inquiry (PPI) response document for Navy solicitation N4008525R0042, addressing questions and government responses regarding steel column repairs at Building 354, Dam Neck Annex. The solicitation involves repairing deteriorated steel columns in Bays 11, 12, and 33 that support overhead bridge cranes, with contractors restricted to MACC Group ID: ML-C00075.

Key details include: bidders are to assume column deterioration extends 6 inches below the floor, with potential for deeper concrete removal if needed; rebar couplers are permitted if existing rebar must be cut; full column replacements are acceptable if designed to current code; and no Navy Crane Center submittals are required. The document clarifies that repairs are limited to column base repairs, do not trigger full structural analysis requirements under IEBC, and must restore damaged building elements to their pre-damage condition. Submittal methods include using DoDSafe for file transfers, Dr. Checks for design reviews, and steel must be coated per RFP specifications.

Page Section Para. Dwg #

6 07/25/25 Are we to assume the column is not damaged 9” below the top of existing floor?

For bidding purposes, assume that deterioration of the existing column base extends to 6 inches below top of existing finished floor. Remove existing concrete to expose existing column base a minimum of 9 inches below existing finished floor in accordance with the RFP to accommodate appropriate repairs. Deeper existing concrete removal may be performed at the contractor's discretion, depending on their design repair solution. If deterioration extends deeper than 6 inches below existing finished floor and the contractor needs to remove more existing concrete than originally planned for repairs in order to expose this extended deterioration, and/or the design solution needs to change as a result of this unforseen deterioration, a change order will be issued to address this condition.

7 07/26/25 Is it understood that the column is to be investigated to AISC 16th Edition requirements? If we find the column does not meet current criteria, what is the responsibility of the contractor and their engineering consultant?

The contractor and their design consultant are only responsible for the repair of the column bases. The scope is contained to repairing the existing applicable column bases only where the deterioration occurs.

Determining code compliance of the portions of the existing structure to remain is not within the scope of this project.

Per IEBC these repairs are not classified as substantial structural damage.

Therefore, the damaged elements shall be permitted to be restored to their predamaged condition. Since we are not increasing any loads, the IEBC doesn’t require current building code aspects to be met, only to restore to the predamage condition. Eliminating the full structural analysis would mitigate engineering cost and the possibility of further building upgrades and unknowns. If we can show that a replace-in-kind W8x35 column splice is capable of developing the existing structural properties of the W8x35, would that suffice in lieu of a full structural analysis?

Yes, this approach is acceptable.

Will the splice/repair be reviewed by the Navy Crane Center? (since this is supporting a 20 ton crane). And if so, are there any additional submittal requirements, other than that which is in the RFP?

No, there are no submittals planned for submission to the Navy Crane Center.

RFP states to not cut existing rebar. Can rebar couplers be utilized if the existing rebar is unexpectedly cut or if additional floor/grade beam is required to be removed, and rebar must be cut to access the column and base?

Yes, rebar couplers may be utilized. Please take every precaution to minimize cutting of existing reinforcing steel.

In lieu of repairing the existing column by splicing a new section of column at the damaged areas, would it be acceptable to replace the columns with full length in-kind columns (W8x35)?

This is acceptable, provided that all replaced portions, including column base plates, are designed to current code. This may result in base plate and connection details that differ from the existing details.

The existing trench drain (cast iron per P-6 of drawings) will likely be damaged during concrete removal to repair the column. Please provide expectations for the trench drain repairs/modifications as a result of the required column repairs.

Existing portions of the existing building to remain that are damaged as a result of performance of this contract must be restored to their pre-damaged state.

At columns A-13 and D-13, the adjacent wall shown on the plans will likely not allow for access to make any necessary repairs of the column. Should we anticipate having to temporarily remove and rebuild this wall in order to make the necessary repairs to the columns?

Please repair columns in accordance with the RFP. If adjacent existing structure needs to be removed in order to properly perform the repairs, shore existing structure to remain as required to ensure structural stability, and replace any portion removed to match existing.

Please confirm if hard copies of the QC drawings and specifications are required with each submittal.

Please submit design deliverables as indicated in the RFP, Part 2, Section 01 33 10.05 20, Item 1.3.

15 20 Part 2 01 33

10.05 20

Providing final files via a dish is not the perferred method for CMMC compliance. Would it be acceptable to transfer files via a secure file site such as DoDSafe?

Yes, DoDSafe is acceptable.

16 22 Part 3 2 33

10.05 20 Is a BIM model a deliverable for this project? No, a BIM model is not required.

17 Will this project use word docs or Dr Checks for the design reviews? This project will use Dr Checks.

18 Will eCMS be used for this project? eCMS will not be used for this project.

19 Please provide additional as-built drawings noted in the RFP.

There are no as-built drawings for existing structural steel columns to be repaired. Attachment 01 in Part 6 of the RFP includes original building contract drawings.

20 32 Part 3 4 Please confirm that no finish work will need to occur, such as sealant or paint, where columns or slabs are being modified or replaced.

Please coat the steel in accordance with the RFP, Part 3, Chapter 6.0, Section B10 SUPERSTRUCTURE.
