Seymour Johnson AFB, (Wayne County) North Carolina, has a requirement for the Repairing Overhead and Underground Electrical Lines, Basewide and intends to issue a formal Invitation for Bid (IFB).
Work consists of furnishing all labor, materials and equipment to remove overhead power lines and place underground partway on Jabara streets. Remove overhead power lines and place underground near building 2416, 2156 and 2150. Replace 1500 KVA transformer T4522A near building 4522. Replace underground primary electrical T splices, Bolt-T connections and load junctions with above ground switches. Remove pole-top, in-line fuses on 15 kV distribution system and replace with non-fused switches. Repair the 3 Phase 15 kV tie circuit switch in main switching station. Reconductor circuits 2 and 3 along Biggs Street. Remove all street light fixtures on wood poles and provide existing street lights on new aluminum poles and bases and new underground circuiting, where associated with wood pole removal.
Period of Performance and Magnitude: The magnitude for this requirement is between $5,000,000.00 and $10,000,000.00. The period of performance is 722 calendar days from issuance of Notice to Proceed (NTP). All work shall be in strict compliance with the specifications and drawings of the contract. The contractor shall be required to maintain a management office at Seymour Johnson AFB.
This is a Competitive 8(a) Procurement limited to qualified/eligible 8(a) firms located nationwide with the assigned NAICS code. All other firms are deemed ineligible to submit offers. The applicable North American Industry Classification System (NAICS) code for this acquisition is 238210 with a small business size standard of $15,000,000.00. Multiple awards for this requirement will not be made.
The successful contractor will be selected using the sealed bidding process.
It is anticipated the solicitation will be issued electronically on or about 17 March 2016, on the Federal Business Opportunities (FBO) web page. Paper copies will not be available. Once the solicitation is posted, it is incumbent upon the interested parties to review this site frequently for any updates/amendments to any and all documents. It is anticipated that the following viewers will be needed to view the solicitation: Microsoft Word (.doc), Adobe Acrobat Reader (.pdf), WinZip (.zip or .exe.).
