SECTION 01 00 00

GENERAL

1. SCOPE OF WORK: The work covered by this specification consists of furnishing all plant, labor, equipment and material, and performing all work in connection with the VKAG 14-1034, Repair Overhead and Underground Electrical Lines in strict accordance with the Contract, specifications and drawings and subject to the terms and conditions of this contract.

2. LOCATION: The work is to be accomplished at Seymour Johnson Air Force Base, Goldsboro, North Carolina. This base is accessible by public highway.

3. WORKWEEK: The contractor shall observe the same regular workweek being observed by the Seymour Johnson AFB Civil Engineering shop forces, which is Monday through Friday, 7:30 am to 4:30 pm, with Federal holidays excluded.

Contact Contracting Officer for 2016 Federal Holidays. Any deviation from this schedule shall require 48 hours advance notice and approval of the Contracting Officer.

4. PRINCIPLE FEATURES: The work covered by this contract includes, but is not limited to the following:

a. Repair Overhead And Underground Electrical Lines:

Phase 1 Base Bid – Areas 1 through 8 up to the pad mounted switch titled PMS3- 62 on drawing number ES-108 and areas 16 through 19. The work associated with these areas is shown on drawing sheets:

ES-101/ES-201 to ES-108/ES-208, ES-116/ES-216 to ES-119/ES-219, and all work as indicated and required in the Plans and Specifications.

Phase 2 Base Bid – Areas 8 through 15. The phase 2 base bid begins at the pad mounted switch titled PMS3-62 on drawing number ES-108 and ends at pole C74A on drawing ES-114. The phase 2 base bid also includes all construction shown on drawing ES-115. The work associated with these areas is shown on drawing sheets:

ES-108/ES-208 to ES-114/ES-214, ES-115/ES-215, and all work as indicated and required in the Plans and Specifications.

General

The general work is as indicted on the drawings and as indicated in the specifications. In general, the work consist of converting overhead electrical system to an underground electrical system, repairs to the underground electrical system, upgrades by replacement to parts of the underground system.

5. HAUL ROUTES: The Contractor shall use the haul routes indicated on the plans from project site(s) to on/off base.

6. DISPOSITION OF NONSALVABLE MATERIALS: All non-salvable or unusable material shall be disposed of off base by the contractor, as directed by the Contracting Officer. All waste material generated by any work under this contract shall be handled, transported, stored, and disposed of off base, by the Contractor, in accordance with all applicable federal, state, or local laws, ordinances, regulations, court orders, or other types of rules or rulings having the effect of law.

7. DISPOSITION OF SALVAGEABLE MATERIALS: The Contractor shall be required to furnish an itemized listing of materials to be salvaged to the Base Civil Engineering material Control section, located in Bldg 3300, so that an AF Form 1348-1 can be obtained. After receiving this form, all salvable or reusable material will be delivered to the Defense Reutilization and Marketing Office (DRMO), which is located near Bldg 2620 or as directed by Contracting Officer.

It should be noted that DRMO will only be open for one day per week. The contractor shall safely store all salvageable materials and schedule the delivery of them on the appropriate day of the week.

8. SUBMITTALS REQUIRED: Required submittals are listed on AF Form 66.

Contractor shall allow 15 calendar days for the government to review.

9. BASE CIVIL ENGINEERING WORK CLEARANCE REQUEST, AF FORM 103: The Contractor shall obtain AF Form 103(obtain AF Form 103 from Base Civil Engineering), Base Civil Engineering Work Clearance Request, prior to work commencement from the Contract Management Section in Bldg 3300, 1095 Peterson Avenue. This form is used to coordinate the required work with key base activities and keep customer inconvenience to a minimum as well as identify potentially hazardous work conditions. The contractor shall be responsible to process the AF Form 103 with guidance from the Contract Management Section. This form shall be processed prior to the start of work.

Upon receipt of an AF Form 103, the Contractor shall be responsible for locating all underground utilities as well as coordinating local utility companies, if not owned by the Base. Utilities include, but are not limited to electric, water, sewer, steam, communication, telephone, fiber optic, cathodic protection, and fuel lines. Utilities not owned by the base include, but are not limited to Cable TV, Bell South Telephone Co., and NC Natural Gas.

Historical drawings, as-built drawings, and topographic drawings, the accuracy of which the government does not guarantee, are available for research and review at the 4th Civil Engineer Squadron, Design element located in Building 3300.

Contractor shall provide a map/drawing to SJAFB with locations and coordinates of pole location (pdf, AutoCAD, one drawing at small scale or multiple drawings with a key map and a title sheet).

Upon approval of AF 103 contact all individuals on the form in Base Civil Engineering, Security Police, Safety, Communications, Base Operations, Cable TV and Commercial Utility Companies to notify them of work to be done and schedule.

The contractor shall promptly repair/replace contractor damaged utilities at no additional cost to the Government. The repair/replacement shall be accomplished in a manner that is acceptable to and approved by the Government.

10.SAFETY: All safety requirements of the U.S. Army Corps of Engineers Safety Manual 385-1-1 dated 3 November 2003 will be strictly adhered to as related to all work covered under these specifications.

11.MATERIALS CONTAINING ASBESTOS: In the event the Contractor discovers materials suspected of containing asbestos that is not identified to be removed in the plans and specifications, the Contractor shall notify the Contracting Officer. The Contractor’s work shall proceed unless the materials suspected of containing asbestos are damaged or disturbed. Any suspected materials damaged or disturbed by the Contractor without permission from the Contracting Officer shall be removed by the Contractor at his expense IAW all applicable Federal, State, and local laws, ordinances, regulations, court orders, or other types of rules or rulings having the effect of law.

12.LABELING OF STORAGE DRUMS: All 55 gallon or larger drums brought on base for use under this contract and containing new material or used for storage of waste materials or hazardous waste must be labeled with a Department of Transportation (DOT) Proper Shipping Name, DOT Hazardous Identification Number, the Contractor’s name, a Contractor representative, and the

Contractor’s telephone number. Label lettering should have a minimum height of one half inch painted in white paint or other color that is in contrast with the color of the drum. The label should be sufficiently durable to equal or exceed the life (including storage and disposal) of the drum.

13.CONTRACTOR STORAGE TRAILER(S) AND BUILDING(S): The Contractor shall place or paint a sign on all of his storage trailer(s) and building(s) used on this contract. At a minimum, the sign shall contain the name of the Contractor and a telephone number at which the Contractor can be reached. The trailer(s) and building(s) shall be complete with gates and/or doors which can be locked.

Only material for this project shall be stored in the trailer(s) or building(s). The Contractor shall remove the storage trailer(s) or building(s) within 30 days after completion of the contract and prior to submitting his final invoice. The area around the storage trailer(s) and building(s) shall be kept clean. This includes the mowing of grass during the growing season. The lawn mower shall be supplied by the Contractor. The Contractor will be given a lot in the Contractor Storage Area for the life of the contract. The Contractor’s progress schedule shall include a line item for final cleanup of this storage lot. Final payment will not be made until this final cleanup is performed by the Contractor and accepted by Seymour Johnson AFB.

14.CONVENIENCE FACILITIES: Existing restroom facilities shall not be used by construction personnel. The contractor shall provide and maintain, in a neat and sanitary condition, such accommodations, as portable toilets, for the use of his employees.

15. CONSTRAINTS:

15.1 Airfield driver training is required for Contractor personnel to access the airfield. Contractor shall contact Airfield Management and the Deputy Airfield Manager thru Contracting Officer at least 60 days prior to operating on the airfield to obtain the appropriate and current airfield driving material to review and study. When ready, Contractor shall contact Airfield Management to schedule date and time for briefing and testing. Airfield Management requires at least 2 weeks’ notice to schedule airfield driver briefings and testing. Airfield work is restricted to authorized personnel only. All contractor personnel shall obtain on airfield driver's license from Airfield Management prior to on-site work on the airfield. An airfield driver's license is required for personnel that will be driving on the taxiways, or aprons in accordance with SJAFB 13-213. All contractor personnel shall have on their person a picture type ID card (Driver’s License, etc.) at all times. Contact Deputy Airfield Manager TSgt Bonney at 919-722-2491 concerning airfield driving training.

15.2 Contractor shall keep all equipment, tools and materials stored in a neat and orderly manner inside the contractor storage area when not in use.

15.3 Contractor shall provide continual clean-up of all work areas on the base (not just airfield locations) to ensure that no FOD (Foreign Object Debris) is allowed on the existing taxiways or airfield. Also, immediate and thorough cleaning of the airfield, taxiway and apron after all demolition shall be performed. Contractor shall furnish and operate a truck-mounted vacuum sweeper, similar to airfield type vacuums, on all portions of the airfield/taxiway/apron/haul routes/etc., affected by the work, continuously.

15.4 Any material (soil) that is suspected of containing petroleum or other hazardous products shall be reported to the Contracting Officer, or designated representative. Contaminated soil that is considered excess shall be disposed of by the contractor IAW all applicable local, state, and environmental regulations.

15.5 Privately owned vehicles used by the contractor personnel to commute to work are required to park in the contractor’s storage area. Tracking of mud, dirt, etc., on base streets and parking lots will not be tolerated. The

contractor immediately upon detection of debris or notification by the Contracting Officer or Representative of debris shall clean roads.

15.6 Contractor shall at all times protect and preserve the property of the Government which is within the work area and could be affected by the accomplishment of work specified and indicated, and all parties and individuals within or near the work areas who would be endangered by the work.

15.7 When night operations are to be conducted by the Contractor, all necessary lighting shall be furnished by the Contractor. Notify Contracting Officer and Airfield Management 48 hours in advance and receive approval prior to night operations. Lighting shall be shaded or directed so as not to interfere with aircraft or control operations. All inspections of night work, for acceptance purposes, shall be accomplished during daylight hours. Night operations or periods of low visibility or in areas 18, 19C and 19D shall comply with paragraph 15.13 e. of Section 01 00 00.

15.8 The Contractor shall maintain radio contact with the tower when required by Airfield Manager during airfield construction operations. The contractor shall provide at least one radio that is compatible to the tower frequency or shall provide at least two radios on a frequency that does not interfere with the tower frequency.

15.9 The representative of the Contracting Officer shall give their approval/final acceptance of all work accomplished by the Contractor.

15.10 Contractor is required to complete and comply with SJAFB Airfield Driving. Contractor is required to pass airfield driving training course to satisfaction of Contracting Officer. All personnel driving on taxiways or apron must be trained for project duration. Airfield driving must be completed each year, annually from issue date.

15.12 Construction site is not located within a secure area. All contractor and subcontractor personnel shall carry an identification tag showing their picture and the name of the company they represent, and their base pass at all times. All vehicles operated by the contractor or subcontractors shall have visible identification showing name of represented company.

15.13 Construction Operations Information:

a. Contractor shall repair ruts and seed and establish growth on grass areas prior to project closeout to Contracting Officer’s satisfaction.

b. Restricted Area Boundary. Current work locations are not located near any restricted area boundaries; however, contractor shall not cross any red line that designates a restricted area boundary.

c. Construction Waiver. Contractor is required to coordinate with the Contracting Officer for the preparation and submittal of the temporary airfield construction waiver by the government for construction activities that violate governing criteria. Construction cannot start at project locations that violate governing criteria until construction waiver is approved and the FAA aeronautical study completed. Contractor shall submit Form 7460-1 (Notice of Construction) to FAA and 7460-2 (Project Completion) to the FAA via the website below. Submittal to the FAA is a minimum of 45 days prior to construction. Contractor shall provide screen shots of FAA notice submission, to include data input and maps, to the Contracting Officer for use in construction waiver approval process. Prior to the end of the contract, the

Contractor shall provide the same information to the Contracting Officer, who provides it to 4 CES/CENPL, Form 7460-2 (Project Completion) that is submitted to the FAA.

Governing regulations are UFC 3-260-01, Airfield Heliport Planning and Design and 14 CFR Part 77.9 https://oeaaa.faa.gov/oeaaa/external/portal.jsp.

d. Contractor shall coordinate work schedule with Contracting Officer for scheduled flight operations in advance of construction operations, and adjust work as necessary based on daily flight schedule without additional compensation.

e. Airfield constructions zones located in areas 18, 19C, 19D shall be marked and easily identifiable by using orange cones or other markers as approved by Airfield Management. During periods of low visibility or after dark, flashing yellow lights shall be used.

f. Contractor shall anticipate that all outages will occur on weekends or holidays.

16.PHASING/PERIOD OF PERFORMANCE:

16.1 Period of Performance

Allowance for Submittal/Material Delivery – 90 Days Actual Construction Period – 632 Days Total Construction Period – 722 Days

17.AFFIRMATIVE PROCUREMENT

17.1 The contractor shall incorporate Affirmative Procurement requirements as per 40 CFR, Part 247 and Executive Order 13423: Strengthening Federal Environmental, Energy and Transportation Management.” Any Environmental Protection Agency’s (EPA) Designated items used in the execution of this contract shall meet or exceed the EPA's requirements for recycled content materials (RCM) as per the EPA’s Comprehensive Procurement Guidelines (CPG).

The contractor shall ensure affirmative procurement requirements for CPG items are met or provide written justification that: 1) The price of a given designated item is unreasonably high, 2) There is inadequate competition (not enough sources of supply), 3) Unusual and unreasonable delays would result from obtaining the item, or 4) The item does not meet the Air Force’s performance specifications.

17.2 Individual specifications contained in this contract may or may not reference the permitted use of a recycled/recovered material.

Recycled/recovered materials shall be used in the quantities set forth in the EPA's CPG whether specified in the individual specification or not.

17.3 The following products are on the CPG list (list and percentages can be found at www.epa.gov/cpg/ products.htm) and the contractor must meet minimum percentages: (list products in the project …… …)

18.AS-BUILT DRAWINGS: The Contractor is required to provide as-built AutoCAD files to SJAFB CAD standards. Contractor shall also provide information on spreadsheet (obtain spreadsheet from Base Civil Engineering) in Microsoft Excel format to Government. Contractor shall locate as-built new as-built equipment with topographic survey. Contractor shall coordinate information required with the Contracting Officer and provide an initial data submittal (obtain form from Base Civil Engineering) for review and final data submittal (obtain form from Base Civil Engineering) once approved by Contracting Officer.

19.Time Warner Cable System Requirements: There is an existing cable television system located on the power poles that are affected by this project, which will be removed. This cable television system is owned by Time Warner Cable. The contractor shall remove this cable television system and provide an underground cable television system as follows: It is preferred that the contractor contract with Time Warner Cable and have Time Warner Cable remove their overhead communications cabling network system removed from the power poles and provided underground. Time Warner Cable is aware of this project and its affect to their cable system. The contractor shall pay all fees and charges and expenses to have Time Warner Cable remove their system from the power poles and provide their cabling system underground. Should the contractor decide to not contract with Time Warner Cable, the contractor shall provide the following as part of this contract:

19.1 The contractor shall remove all Time Warner Cable systems and components and equipment from power poles that are to be removed under this project.

This system is significantly located on poles along Vermont Garrison, Blakeslee Ave, Jabara and area 15 indicated on the drawings.

19.2 The Contractor shall provide a complete fully functional cable system underground to replace the overhead cable system removed.

19.3 The contractor shall provide the complete underground cable system in accordance with all details and requirements of Time Warner Cable.

19.4 The Contractor shall provide a complete cable system in accordance with Time Warner Cable that is acceptable without exception, for Time Warner Cable to take possession of the system, on behalf of the Government, should they elect.

19.5 The Contractor shall provide a minimum of 25 year warranty and maintenance on the cable system with a minimum response time for repairs of 4 hours. All repairs shall be made and the complete system fully functional and restore to full operating capability within 4 hours of being called by the Government.

20.Onsite Daily Supervisor Electrician: The contractor shall provide an onsite medium voltage electrician / lineman supervisor and construction supervisor (MV Supervisor), herein referred to as MV Supervisor, that shall be onsite continuously during all phases of construction.

20.1 The MV Supervisor education and experience requirements shall be as follows: minimum of ten years in the electric utility industry. Minimum of ten years’ experience installing and constructing medium voltage level, 15 kv class, power systems of overhead utility power systems and underground utility power systems. Minimum of ten years of exemplary onsite safety record. Minimum of ten years implementing and following onsite safety procedures in accordance with OSHA, ANSI/IEEE and NFPA 70.

Minimum of five years’ experience of completed cable splicing and terminating medium voltage cabling. Minimum of five years’ experience testing medium voltage cabling in accordance with IEEE, NEMA and ICEA standards. Minimum five years’ experience performing ground resistance measuring in accordance with the NFPA 70. Minimum of five years’ experience in the knowledge and understanding of NETA testing of medium voltage electrical equipment. Minimum of five years’ experience in the knowledge and understanding of medium voltage electrical equipment manufacturers recommended testing and installation procedures.

20.2 The MV Supervisor skills, knowledge, and abilities required shall be as follows: shall have a complete understanding knowledge in the theory of and experience with the operation of medium voltage electrical systems and equipment. Shall have good communication skills. Shall be an effective team and crew leader and supervisor. Shall be trained and certified on all aspects of medium voltage utility power systems safety and procedures.

20.3 The MV Supervisor licenses, certifications, testing required shall be as follows:

20.3.1 Valid North Carolina state driver’s license.

20.3.2 State licensed journeyman electrical license or lineman certificate.

20.3.3 Cable splicer / terminator certification from the national cable splicing certification board (NCSCB) in the field of splicing and terminating shielded medium voltage (5 kv to 35 kv) power cable using pre-manufactured kits (pre-molded, heat-shrink, cold shrink).

20.3.4 Cable installer qualified with a documentable level of competency and experience to supervise or perform all cable pulling operations.

Provide a resume showing the cable installers' experience in the last five years, including a list of references complete with points of contact, addresses and telephone numbers. Cable installer must demonstrate experience with a minimum of three medium voltage cable installations. The contracting officer reserves the right to require additional proof of competency or to reject the individual and call for an alternate qualified cable installer.

20.3.5 Submit all qualifications of the onsite daily supervisor electrician (the MV Supervisor) for approval by the government.

21.Additional requirement for licensed electricians for this project: he contractor shall provide and have on staff a minimum of five (5) licensed electricians for the complete duration of this project.

22.PAYMENTS: Throughout the complete project and specifications, payment is to be based on progress schedule / percentage complete.

1.1.1 Drawings and general provision of the contract apply to this section.

1.2 SUMMARY

1.2.1 This section specifies administrative and procedural requirements for unit prices.

1.2.1.1 A unit price is an amount proposed by bidders and stated on the Bid Form as a price per unit of measurement for materials or services that will be added to or deducted from the Contract Sum by Change Order in the event the estimated quantity of work required by the contract documents increased or decreased.

1.2.1.2 Unit prices include all necessary material, overhead, profit and applicable taxes.

1.2.2 A “Unit Price Schedule” is included at the end of this Section.

1.2 DEFINITIONS

Definitions pertaining to sustainable development are as defined in ASTM E2114, Section 01 57 19.00 20 TEMPORARY ENVIRONMENTAL CONTROLS, and as specified.

a. "Environmentally preferable products" have a lesser or reduced effect on the environment in comparison to conventional products and services. This comparison may consider raw materials acquisition, production, manufacturing, packaging, distribution, reuse, operation, maintenance, or disposal of the product.

b. "Indoor environmental quality" is the physical characteristics of the building interior that impact occupants, including air quality, illumination, acoustics, occupant control, thermal comfort, daylighting, and views.

1.4 WORK COVERED BY CONTRACT DOCUMENTS

1.4.1 Project Description

The work includes providing all labor and materials for construction of VKAG 14-1034, Repair Overhead And Underground Electrical Lines, Basewide, as indicated on the drawings and as indicated in the specifications, and incidental related work.

1.4.2 Location

The work shall be located at Seymour Johnson Air Force Base. The exact location will be shown by the Contracting Officer.

1.5 OCCUPANCY OF PREMISES

Building(s) will be occupied during performance of work under this Contract.

1.6 EXISTING WORK

In addition to "FAR 52.236-9, Protection of Existing Vegetation, Structures, Equipment, Utilities, and Improvements":

a. Remove or alter existing work in such a manner as to prevent injury or damage to any portions of the existing work which remain.

b. Repair or replace portions of existing work which have been altered during construction operations to match existing or adjoining work, as approved by the Contracting Officer. At the completion of operations, existing work shall be in a condition equal to or better than that which existed before new work started.

1.7 SALVAGE MATERIAL AND EQUIPMENT

Items designated by the Contracting Officer to be salvaged shall remain the property of the Government.

The salvaged property shall be segregated, itemized, delivered, and off-loaded at the Government designated storage area located within 25 miles of the construction site.

Contractor shall maintain property control records for material or equipment designated as salvage. Contractor's system of property control may be used if approved by the Contracting Officer. Contractor shall be responsible for storage and protection of salvaged materials and equipment until disposition by the Contracting Officer.

The scheduling software utilized to produce and update the schedules required herein must be capable of meeting all requirements of this specification.

PART 3 EXECUTION

3.1 GENERAL REQUIREMENTS

Prepare for approval a Project Schedule, as specified herein, pursuant to FAR Clause 52.236-15, SCHEDULE FOR CONSTRUCTION CONTRACTS. The Contractor shall provide a project schedule utilizing Air Force Form 3064, Contract Progress Schedule, Gant Chart and CPM as indicated herein. Show in the schedule the proposed sequence to perform the work and dates contemplated for starting and completing all schedule activities. The scheduling of the entire project is required. The scheduling of construction is the responsibility of the Contractor. Contractor management personnel must

Subcontractors and suppliers working on the project must also contribute in developing and maintaining an accurate Project Schedule. Prepare each Project Schedule using the Precedence Diagram Method (PDM).

3.2 PROJECT SCHEDULE SUBMISSIONS

Provide the submissions as described below. The requirements for each submission are contained in paragraph SUBMISSION REQUIREMENTS. If the Contractor fails or refuses to furnish the information and schedule updates as set forth herein, then the Contractor will be deemed not to have provided an estimate upon which a progress payment can be made.

Review comments made by the Government on the schedule(s) do not relieve the Contractor from compliance with requirements of the Contract Documents.

3.2.1 Initial Project Schedule Submission

Submit the Initial Project Schedule and CPM for approval within 30 calendar days after notice to proceed is issued. The schedule must demonstrate a reasonable and realistic sequence of activities which represent all work through the entire contract performance period.

3.2.2 Periodic Schedule Updates

Update the Project Schedule on a regular basis, monthly at a minimum.

Provide a draft Periodic Schedule Update for review. These updates will enable the Government to assess Contractor's progress.

3.3 SUBMISSION REQUIREMENTS

Submit items as required by the Contracting Officer, for the Initial Schedule, and every Periodic Schedule Update throughout the life of the project.

3.4 REQUESTS FOR TIME EXTENSIONS

Provide a justification of delay to the Contracting Officer in accordance with the contract provisions and clauses for approval within 10 days of a delay occurring. Also prepare a time impact analysis for each Government request for proposal (RFP) to justify time extensions.

3.4.1 Justification of Delay

Provide a description of the event(s) that caused the delay and/or impact to the work. As part of the description, identify all schedule activities impacted. Show that the event that caused the delay/impact was the responsibility of the Government. Provide a time impact analysis that demonstrates the effects of the delay or impact on the project completion date or interim completion date(s).
