About this opportunity

The U.S. Air Force Materiel Command Air Force Sustainment Center is soliciting proposals for the repair and overhaul of transmission assemblies (NSN 1615-01-061-6615, Part Number 212-040-001-111) used in UH-1N helicopters. This is a Firm-Fixed Price, Requirements-type Indefinite Delivery Contract covering a five-year period consisting of a base one-year ordering period and four additional one-year ordering periods through FY31. Offerors must demonstrate qualification by being either a Bell Certified Service Center, an Air Force qualified source of repair, or possessing an approved Source Approval Request (SAR), with pre-qualification requirements potentially waived for those with existing UH-1N Transmission qualifications. The acquisition will be evaluated solely on price using a Special Standard of Responsibility approach, with price reasonableness and price balance serving as the primary evaluation factors. The current proposal due date is February 13, 2026, at 3:00 p.m. EST, and technical questions should be directed to Jessica Cobb (jessica.cobb.3@us.af.mil) or Leigh Ann Taylor (leigh.taylor.3@us.af.mil).

This solicitation is not designated as a small business set-away and permits no foreign participation at the prime contractor level. Bell Helicopter Textron and Arista are currently pre-qualified vendors for this work, though other Bell-certified Original Equipment Manufacturers may compete through the SAR process. The best estimated quantity is 15 transmission assembly overhauls per ordering period, with routine delivery specified as 150 calendar days after receipt of a funded delivery order, and inspection and acceptance occurring at the source in Robins AFB, Georgia. The estimated total acquisition cost is approximately $6,000 per qualifying offeror for SAR package development, with individual transmission assemblies valued at approximately $631,688 each. Contractors must meet stringent quality standards including ISO 9001:2015 certification, perform at least 75 percent of repair work in-house, complete overhauls within 150 days of induction, and maintain no more than one valid Product Quality Deficiency Report per contract year, with all transmission units ultimately supporting Special Operations Forces and Personnel Recovery missions.
