About this file

This Performance Work Statement (PWS) details the requirements for overhauling UH-1N helicopter transmissions for the United States Air Force. The primary objective is to fault isolate, overhaul, and return unserviceable transmission assemblies (NSN: 1615-01-061-6615 GA, P/N: 212-040-001-111) to serviceable condition, ensuring they meet technical guidance specifications. The contract is a Firm-Fixed Price Indefinite Delivery Contract with a basic one-year ordering period and four additional one-year ordering periods.

Key performance requirements include completing overhauls within 150 days after induction, maintaining no more than one valid Product Quality Deficiency Report (PQDR) per contract year, and meeting ISO 9001:2015 quality control standards. The contractor must track and report production using the Commercial Asset Visibility Air Force (CAVAF) system, respond to Supply Planner requests within one business day, and handle Mission Incapable Aircraft Parts (MICAP) and surge requirements within 100 days. The transmission is a critical safety item for the UH-1N helicopter, which supports Special Operation Forces and Personnel Recovery missions, ultimately benefiting the warfighter by maintaining aircraft availability for the Presidential Mission.

year. The Government will reject a deliverable if one (1) or more technical errors or one (1) or more minor errors are found within the deliverable. A technical error is defined as the format not being in accordance with the CDRL or the content not being accurate and complete in accordance with the CDRL, PWS or contract. A minor error is exemplified by a typographical error, a grammatical error, etc. The rejected deliverable shall be corrected and resubmitted within five (5) business days of notification of Government rejection.

4.2.2 Receipt of CDRL Deliverable: CDRL deliverables shall be submitted via Wide Area WorkFlow (WAWF) and submitted directly to the MFT member identified on the CDRL. There shall be no more than one (1) late submission(s) of deliverables per contract year. The Contractor shall notify the Government if the delivery of any data/document will not meet the scheduled delivery date and negotiate a revised delivery date. The data/document shall be delivered by the revised delivery date acceptable to the Government.

4.3 Overhaul

4.3.1 Quality: Overhauls performed under this work specification include all actions necessary to return the items to a serviceable condition. An overhaul is considered successful and an item serviceable when the end item operates and efficiently serves its intended operational purpose in accordance with its system specification. The overhauled asset must be tested using the applicable technical data. All overhauls shall be complete before returning the item to the Government. The Contractor ISO 9001:2015- approved overhaul processes will ensure that all overhauled hardware meets the same performance standards as the original units to ensure that form, fit, function, and interchangeability are maintained for the length of the contract. There shall be no more than one (1) valid PQDR per contract year.

4.3.2 The Contractor shall document and ensure the time since overhaul data is set to zero using the Air Force Technical Order (AFTO) Form 95. The Contractor shall reference Technical Order Aerospace Equipment Maintenance Inspections, Documentation, Polices and Procedures, dated 1 June 2018 for instructions to accurately complete the AFTO Form 95.

4.3.3. Turn Around Time (TAT): Turn-Around Time is measured from the Contractor’s receipt of the item and funded delivery order, whichever is latest, to the time the asset is shipped back to the Government. TAT for overhauls shall be 150 days. Notification shall be provided to the Government when long-lead time parts are required. In the event there is a need for long-lead time parts the contractor shall notify the PCO within 10 calendar days of induction. Mission Incapable Aircraft Parts (MICAP) and SURGE requirements will take precedence over the routine schedule and shall be expedited to a maximum of 100 days. There shall be no more than one (1) late delivery per Contract year. The Contractor shall notify the Government if the delivery of any asset will not meet the scheduled delivery date and negotiate a revised delivery date within five (5) days. The late asset shall be delivered by the revised delivery date acceptable to the Government.

4.3.4 Condemnation/Beyond Economical Repair (BER): This requirement is not for repair. The Contractor shall be required to overhaul all end-items unless the Procuring Contracting Officer (PCO) via the Administrative Contracting Officer (ACO) provides written direction indicating

PR: FD2060-26-00008 PWS REVISION: 0 7

otherwise. Requests for condemnation shall be submitted in writing through the ACO to the PCO within 10 calendar days following the initial inspection of the item. Condemnations may only be granted if the item inducted for overhaul requires work that is beyond the technical specifications of Technical Order for NSN: 1615-01-061-6615 GA; P/N: 212-040-001-111. If approved, BERs will be paid out utilizing the NFF/BER CLIN.

4.3.5 Over and Above (O&A): Over and above work as defined by this PWS requires prior approval by the PCO. Over and above work is defined as additional work needed to make the item functional, such as Line Replaceable Units (LRUs) which do not include a full complement of Shop Replaceable Units (SRUs), units that are not in a proper configuration, units that are returned due to operation outside designed limits, mishandling, and misuse or battle damage.

Over and Above charges may also be approved to cover the cost of disposing of any assets deemed “beyond economical repair.” Over and above charges may also be approved to cover the costs of any updates, repairs, modifications, etc., to existing test equipment/computers required because of the implementation security software patches on the test equipment and computers.

Over and above does not cover inflation on Firm Fixed Priced efforts. The contractor will in good faith only request Over and Above funding when the scope of the effort is significant. The contractor shall submit to the PCO a detailed quote and tear down report for each unit requiring Over and Above work and shall not proceed with any work until the Over and Above is approved, the basic contract is modified, and the Over and Above is funded on a Task Order.

4.3.6 No Fault Found (NFF): If an item is received and identified as not requiring Overhaul, the Contractor shall notify the ACO and PCO within three (3) business days of receipt for disposition instructions. Any charges incurred determining that the asset is a No Fault Found which will be paid out utilizing the NFF/BER CLIN.
