About this file
This document is a Request for Proposal (RFP) for a Firm-Fixed Price, Requirements Type, Indefinite Delivery Contract (IDC) for transmission assembly overhaul services, primarily focused on UH-1N helicopter transmissions. The anticipated contract period is from FY26 to FY31, with the proposal submission deadline set for 5 November 2025 at 3:00pm EDT. Offerors must be either Bell Certified, Air Force qualified sources of repair, or have an approved Source Approval Request (SAR), and are required to submit a completed Price Matrix with pricing for specific Contract Line Item Numbers (CLINs) including transmission assembly overhaul, Beyond Economic Repair/No Fault Found items, and first article test/inspection procedures.
The solicitation is a price-only competition with a Special Standard of Responsibility, meaning potential contractors must meet specific pre-qualification requirements. Offerors who have previously passed qualification for UH-1N Transmission or possess Bell authorized service center certification for specific helicopter models may have simplified qualification processes. The Government intends to award without discussions but reserves the right to conduct discussions if necessary. All proposed unit/CLIN prices must be rounded to the nearest whole dollar, and the Government may require additional cost or pricing data to determine price reasonableness, especially if only one offer is received.

COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES (NOV 2021) (IAW FAR
12.301(b)(1)) Section L Instructions, Conditions, & Notices to Offerors or Quoters
This acquisition is being conducted under FAR Part 12 and FAR Part 15, and is a price only competition, in accordance with DAFFARS Mandatory Procedure 5315.3 paragraph 1.2.6. The Government intends to award without discussions but reserves the right to conduct discussions if necessary. Should discussion be necessary, they will be conducted in accordance with FAR 15.306.
This requirement is a Firm-Fixed Price, Requirements Type, Indefinite Delivery Contract (IDC) with task orders to be issued under the contract. The Government intends to select an offeror based upon initial submissions so offerors should submit their best terms in the initial proposal.
The Government reserves the right to make no award. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government shall not reimburse an offeror for any costs.
Each offeror’s proposal shall consist of a completed Price Matrix attachment with a cover letter delineating any exceptions taken to the RFP terms and conditions and total proposed price.
However, offerors are cautioned that any non-compliance with the terms and conditions of the RFP may cause their proposal to be determined non-responsive. Offerors should also ensure that all clauses and provisions that require "fill-in" information are appropriately completed, including the proposed prices associated with the contract line items in the Price Matrix. Offerors shall submit supporting documentation to demonstrate they are Bell Certified, Air Force qualified source of repair, or have an approved Source Approval Request (SAR).
All offerors should propose a price for all CLINs, to include the first article CLINs. Proposed unit/CLIN prices shall be rounded to the nearest whole dollar. If any proposed unit/CLIN price does not meet the required rounding, the Government will round that unit/CLIN price to the nearest whole dollar. The Government adjusted unit/CLIN price will become the offeror’s proposed amount.
Data beyond that required by this instruction shall not be submitted. All data relating to the proposed price must be completed in the attachment of the proposal designated as the Price Matrix. Under no circumstances shall this data and documentation be included elsewhere in the proposal.
Compliance with these requirements is mandatory and failure to comply may result in proposals being determined non-responsive.
The basis for award will be a price only competition; however, this acquisition has established a Special Standard of Responsibility in accordance with FAR 9.104-2. Offerors shall demonstrate one of the following criteria: (1) Official certification as a Bell Certified Service Center (2) Air Force qualified source of repair or (3) provide an approved SAR .
Source Pre-Qualification Requirements may be waived for offerors who have already passed qualification or pre/post-award qualification for the UH-1N Transmission. Additionally, offerors who currently possess official certification as a Bell authorized service center for Component Repair and Overhaul for Bell 205, 212, or UH-1N model helicopters or have successfully performed a Transmission Overhaul in the last (3) years are currently qualified for overhaul of the transmission.
Furthermore, per the Pre-Qualification process, if the potential offeror meets either Bell Certification or Air Force qualified source of repair criteria, they will not be required to complete first article requirements. If the potential offeror meets the approved SAR criteria, they shall be required to complete first article requirements.
Offerors shall thoroughly examine all RFP documents and instructions. Failure to do so will be at the offeror’s own risk. The Government shall not pay any offeror for any cost or expenses associated with the preparation of their proposal. Please ensure your proposal contains the Price Matrix attached with pricing information and acknowledge any amendments if applicable. The anticipated period of performance of this contract will begin in FY26 and end in FY31.
The potential offerors must also provide the completed proposal and attachments to the Government by 5 November 2025 by 3:00pm EDT.
