About this opportunity

The United States Coast Guard Aviation Logistics Center in Elizabeth City, NC is soliciting proposals for the test, evaluation, and repair of Main Rotor Blades and Tip Caps for MH-65 aircraft through an Indefinite Delivery Requirements contract. This sole source procurement is being conducted under solicitation number 70Z03825RB0000003 using FAR 12 procedures in conjunction with FAR 15, with the intention to award to Airbus Helicopters, Inc. of Grand Prairie, TX as the only approved North American source for these OEM components manufactured by Airbus Helicopters France. The contractor must maintain FAA or EASA certification, adhere to OEM repair manuals, provide comprehensive quality control measures, and offer a 12-month warranty on all repairs while addressing corrosion issues common in salt-laden environments. Critical requirements include detailed documentation such as Component Repair Records and handling various scenarios from routine repairs to Aircraft on Ground situations. The evaluation will consider capability statements or proposals from all responsible sources, though this is structured as a sole source acquisition. Proposals must be submitted electronically to Charles.B.Colson2@uscg.mil by July 18, 2025, at 2:30 PM EDT.

This procurement does not utilize any set-aside designations and falls under NAICS code 488190 with a small business size standard of $40 million. Airbus Helicopters, Inc. is identified as both the intended awardee and the incumbent contractor, being the sole approved maintenance facility in North America for these specialized aircraft components. The estimated total contract value is $13,271,968 covering a one-year base period from March 1, 2026, to February 28, 2027, with up to four additional one-year option periods extending through February 28, 2031. The contract scope includes approximately 110 main rotor blade repairs and 100 tip cap repairs per period, along with associated services such as whirl tower testing, structural skin repair, blade exchanges, and hourly labor for hidden damages and engineering changes. Performance will occur primarily at Airbus Helicopters facilities in Texas and France, with individual task orders funded separately to support the Coast Guard's MH-65E fleet operational readiness for search and rescue, law enforcement, and marine conservation missions.
